Compliance specialist ( FIRE ASBESTOS & WATER HYGIENE)

Castle Point Borough Council are seeking a motivated and capable Compliance Specialist to join our Housing Services Directorate. This is an exciting opportunity to be part of a team delivering a resident-focused, data-led, and performance-driven service, ensuring that every home we manage is safe, compliant, and maintained to the highest standards.

Working within the Property Compliance Team, you will support the Council in managing statutory safety programmes fire safety, asbestos, and water hygiene (Legionella) helping to ensure that Castle Point Borough Council fully meets its landlord compliance duties and continues to improve safety outcomes for residents.

Please note that this role will be based in the council offices and will require regular travel to sites in the borough, Driving Licence, suitable own transport with business insurance is required.

Key Responsibilities:

  • Support the delivery and monitoring of statutory compliance programmes fire safety, asbestos management, and water hygiene.
  • Ensure that all risk assessments, inspection programmes, and remedial works are completed to a high standard and within required timescales.
  • Oversee the completion and quality assurance of Fire Risk Assessments (FRAs), Asbestos Surveys, and Water Hygiene Risk Assessments.
  • Maintain and validate compliance data, certification, and risk registers on the Council’s compliance IT system.
  • Review contractor performance, ensure appropriate remedial actions are implemented, and escalate issues of non-compliance.
  • Support the development, review, and implementation of compliance policies, procedures, and improvement plans.
  • Contribute to assurance reporting through accurate KPI and performance reporting.
  • Engage effectively with residents, contractors, and colleagues to promote a strong culture of safety and compliance.

Skills and Abilities:

Understanding of landlord statutory obligations and health and safety legislation relating to:

  • Fire Safety: Regulatory Reform (Fire Safety) Order 2005 and Fire Safety (England) Regulations 2022
  • Asbestos: Control of Asbestos Regulations 2012
  • Water Hygiene: HSE ACOP L8 and HSG274 Parts 1–3
  • Ability to interpret risk assessments, survey data, and contractor reports.
  • Strong organisational and problem-solving skills with excellent attention to detail.
  • Capable of managing multiple compliance programmes simultaneously.
  • Clear written and verbal communication skills, including the ability to prepare technical reports and recommendations.
  • Ability to build effective relationships with contractors, consultants, and internal stakeholders.
  • Ability to identify and scope remedial works.
  • Excellent written and verbal communication skills, with the ability to produce clear technical reports.
  • Strong attention to detail and an analytical approach to managing data and compliance evidence.
  • Strong IT skills, including the ability to use housing compliance systems

Experience and Qualifications:

Essential

  • Demonstrable experience working within property compliance, building safety, or housing asset management.
  • Experience supporting compliance programmes for fire safety, asbestos, or water hygiene.
  • Experience coordinating external contractors and validating safety certification.
  • Valid UK driving licence

Desirable

  • Fire Safety: Fire Risk Assessor certification (e.g. FPA, IFSM, IFE) or equivalent fire safety qualification.
  • Asbestos: BOHS P402 (Surveying and Sampling), P405 (Management of Asbestos in Buildings), or equivalent.
  • Water Hygiene: Legionella Responsible Person / Water Hygiene Management qualification (e.g. City & Guilds accredited).
  • Health & Safety / Compliance: NEBOSH General Certificate or IOSH Managing Safely.
  • Building Services / Construction: HNC, HND, or equivalent in a relevant discipline.

Applicants without formal qualifications but with substantial relevant experience in compliance, building safety, or housing asset management will be fully considered.
