The Role:
This an exciting role within Winchester City Council’s housing team.
We are looking for an experienced, knowledgeable and enthusiastic individual to play a key role in developing and delivering our planned maintenance programme as one of three contracts managers' working in our Housing Landlord department.
You will be part of the Asset and Planned team where we provide the full end to end service for our families, surveying, budgeting, scoping, tendering, delivery & assurance. This means we are looking for someone with extensive experience working in housing maintenance delivering a wide range of works from small kitchens to large scale roofing replacements. You will have a strong focus on H&S, performance management, customer service, budget responsibilities and management.
In addition, you will support and mentor our post grad surveyors and develop them in the housing role.
What You'll Need To Succeed
It is essential that you have experience of working in planned maintenance, specifically in social housing/landlord services. You must have an understanding of the latest building legislation and how this relates to the work we do. Being able to demonstrate your knowledge, understanding and experience in the above environment is paramount. The role of Contracts Manager will include:
- Working with the Asset & Planned Manager to review stock conditions, key repair data and surveys to develop forward-looking maintenance plans.
- Create scopes of work considering other teams within WCC, current legislation and family’s requirements.
- Following correct financial procedures to procure the work and bring to site delivery.
- Manage delivery of works on site with robust performance management, H&S management, customer communications and delivery assurance.
- Supporting the Landlord Service in informing and enabling effective communication with all stakeholders including supporting the development and delivery of resident engagement strategies in relation to planned maintenance.
- The need to demonstrate sound problem solving and decision making in day to day working practices and show the highest personal standards of integrity and conduct ensuring all Winchester City Council policies and procedures are always adhered to.
- Building and maintaining good relationships with colleagues, customers, contractors, contacts and other stakeholders to ensure our customers safety and our reputation as a social landlord.
Qualification requirements for the role:
- NEBOSH or SMSTS is desirable.
- Should hold or be prepared to undertake appropriate training/ qualifications in construction management such as temporary works.
- Continuous professional development and up to date knowledge of building works in a social housing environment with membership to bodies such as CIH, APM, RICS etc.
- GCSE levels 9-4 in Maths and English or demonstrable level of numeracy and literacy skills.
- You will be required to complete a DBS check for this role.
- This role will require you to drive, so a full clean driving licence and access to a vehicle is required.

Salary range
- £47,181 - £52,413 per year
