Job description
About TASM
TASM plays a critical role in conducting analysis and other research to inform decision making processes across DfT: where to invest, how to shape transport policy, and how to build transport systems that work for people and places across the country.
Our work includes:
- Developing and maintaining the Department’s Transport Analysis Guidance (TAG) to support business cases for transport infrastructure investments across the UK
- Building and running national transport models to support policy development
- Driving the evolution of practices and evidence in transport modelling
- Producing the National Road Traffic Projections and developing Appraisal Modelling and Evaluation Strategy
- Providing analytical assurance for major policy and investment decisions
We currently have two modelling teams:
- Modelling Insights (MI): This team leads the development of national transport models that estimate travel demand and road traffic. They ensure TASM’s modelling and analyses are operated and managed under efficient frameworks and digital infrastructure. They also modernise our modelling capabilities and work closely with data engineers, social researchers, and policy teams to provide high quality insight.
- Cross Modal Modelling (CMM): This newer team focuses on modelling the whole transport system by integrating transport modes and understanding how they interact across portfolios. They build connections and collaborate with other analytical disciplines to ensure the decision-making processes are supported with stronger evidence from a multimodal angle. Their work includes land use modelling, freight modelling, activity based modelling, and developing multi modal guidance for TAG.
Across both teams, we have 11 analysts with a range of skillsets who collaborate closely, share ideas openly, and enjoy learning and developing together. We value diverse perspectives, innovative thinking, and a supportive working environment. Our work plays a key role in delivering DfT’s strategic priorities.
All three advertised roles will report to either the Head of Modelling Insights or the Head of Cross-Modal Modelling.
The Role
We are recruiting for one Grade 7 role - Cross‑Modal Economic Lead.
This role offers the chance to lead important analytical work, shape how modelling is improved while promoting TASM analysis within and outside of DfT, and support colleagues across policy and analysis to deliver impactful results. You’ll also help strengthen TASM’s modelling approaches more broadly. We can tailor responsibilities to your strengths along with TASM’s priorities if you are successful in your application.
This role will support better investment decisions by developing tools and methods that simulate the interactions and impacts between land use and transport system. In this role, you will:
- Develop economic modelling tools for transport investments and strategic analysis
- Bring together evidence on how different transport investments interact to support business cases and assess economic impacts across modes at a national level
- Lead the creation of a national LUTI (Land Use Transport Interaction) model to assess economic impacts across modes at a national level
- Link TASM’s modelling with our existing CGE (Computer General Equilibrium) model to capture wider economic impacts
- Develop clear analytical pipelines and documentation to help the Department explore how transport interacts with land use, productivity, and the wider economy
This role would suit someone who enjoys economic thinking, technical cross-modal understandings, and designing robust methodological frameworks.
For further information on the role, please read the role profile. Please note that the role profile is for information purposes only - whilst all elements are relevant to the role, they may not all be assessed during the recruitment process. This job advert will detail exactly what will be assessed during the recruitment process.
Person specification
We’re looking for people who bring passion, curiosity, and a willingness to learn. If you enjoy solving problems, thinking creatively, and working with colleagues from different backgrounds to deliver meaningful insights, you’ll fit right in. With your strong technical capabilities, you will drive change, improve how we model and analyse transport, clearly communicate impacts to a range of audiences, and confidently bring your own perspective to discussions.
A strong interest in programming and automation will really help you succeed, and we’re keen to support you in developing new skills that strengthen TASM’s analytical capability.
We know great analysis comes from teams with a wide mix of experiences. We welcome applications from people with strong skills in one or more of the following areas:
- Transport Modelling
- Operational Research
- Economics
- Data Engineering
- Data Science
The interview will be used to assess your suitability for accreditation to the DfT Transport Modelling profession, should you wish to have that as your core analytical profession. It’s a great way to build expertise and shape the future of modelling within the Department. Accredited Transport Modellers at this grade receive a £4,000 annual retention allowance.
You will have the expertise and practical experience in:
- Strong theoretical understanding in transport economics and appraisal, including supplementary economic modelling (CGE or LUTI modelling) and at least one of the followings: values of time, travel demand modelling, and agglomeration economics.
- Working with complex modelling systems and thinking creatively to solve problems, with clear understanding in the strengths and the weakness of data, modelling approach and result interpretation.
- Being proficient in applying programming skills and tools (ideally Python) with GIS knowledge to improve the efficiency of modelling practices, accelerate data manipulation and develop analysis processes.
- Effective analytical project management, including managing complexity (e.g. prioritisation of tasks, working with incomplete data sets) and ensuring appropriate and proportionate quality assurance checks are implemented.
