We’re now looking for a Cyber Policy Expert to join us and drive forward ambitious, cross-sector strategy and policy that will safeguard the energy system as it evolves.

Operating within a multidisciplinary, mission-led directorate, you’ll work across organisational and sector boundaries to align strategic priorities and drive forward critical initiatives. This is a high-profile role with visibility across government, industry and international partners, offering the opportunity to influence how cyber resilience is embedded across the energy transition.

You’ll contribute to major, cross-cutting programmes that bring together policy, technical expertise and regulatory insight, helping to ensure a co-ordinated and effective approach to emerging challenges. Working closely with senior stakeholders, you’ll help shape how the sector responds to evolving risks while supporting innovation and secure growth.

We’re looking for someone with strong experience in policy development within a technical environment, alongside the ability to engage, influence and collaborate at senior levels. You’ll bring the confidence to navigate complexity, balance competing priorities, and translate technical issues into clear strategic direction.

Job description

Key Responsibilities

  • Lead critical workstreams within cyber strategy and policy, overseeing cross-displinary input (analytical, technical, legal) to evaluate policy options and provide well-evidenced recommendations to decision-makers.
  • Coordinate cross-government input and advice on critical workstreams to ensure a clear and consistent link between activities and strategic objectives. Collaborate closely with government partners to achieve collective goals and overcome obstacles.
  • Develop and coordinate high impact relationships with key stakeholders including DESNZ, DSIT, NCSC, NESO, and domestic and international regulators.
  • Line manage colleagues to foster a high performing, inclusive team supporting professional development and role modelling Ofgem values.
  • Lead on a cross-cutting activity to support the benefit of the wider Directorate, e.g. supporting the profession or developing new tools and capabilities.
  • Continue your professional development whilst at Ofgem to enable you to grow and deliver more.

Person specification

Essential Criteria

  • Significant experience of leading the policy development of high-profile, cross-agency workstreams, and managing the input of relevant analytical, technical, and legal experts to appraise policy proposals. (Lead Criteria)
  • Significant experience of making policy or strategy decisions that balance risks, trade-offs, and wider commercial and economic considerations. Able to understand, communicate and balance security or technical needs, alongside wider duties. (Lead Criteria)
  • Experience of policy in a technical area, such as critical national infrastructure or cyber security.
  • Strong track record of engaging, advising, and influencing stakeholders at all levels, including senior leadership. Skilled in fostering collaboration and trust across a wide range of internal and external partners to impact policy design and delivery.
  • An effective and engaging communicator, both verbally and in writing. Able to distil complex or technical subject matter into clear, relevant messages tailored to varied audiences, including senior stakeholders.
