Defence Intelligence Operations (DI Ops) is the nerve centre of Defence Intelligence. Empowered by the Chief of Defence Intelligence (CDI) with a raft of authorities, it leads the prioritisation and coordination of collection and analysis activities across Defence.

This role sits within the Intelligence Requirement Management & Collection Management (IRM&CM) team of DI Ops, a mixed civilian-military team of over 30 personnel split into different geographic and thematic teams. It is responsible for the validation, prioritisation and management of intelligence requirements from Defence and its customers, and the appropriate tasking of Defence collection assets to meet these requirements, in close coordination with partners across Government and allies.

This position is advertised at 37 hours per week.

Job description


This role is within the IRM&CM team is responsible for leading Defence’s analytical stakeholders and supporting them in the generation of intelligence requirements for collection tasking. You will work closely with the wider team to task Defence operations and the analytical cadre to improve Defence’s understanding of prioritised intelligence gaps.

Main Responsibilities:

Stakeholder Engagement

  • Support analytical stakeholders in the generation of Intelligence Requirements and Intelligence Collection Plan (ICP).
  • Manage Requests for Information (RFI) received into the analytical cadre on behalf of Defence’s customers.

Prioritised Collection Management

  • Provide stakeholders with a clear understanding of the available collection assets and tasking processes.
  • Clearly articulate the prioritisation of intelligence requirements to stakeholders and explain what collection may be afforded to them based on their prioritised level.
  • Offer subject matter expertise on RFI and IRM&CM processes, including ICP management and gap analysis.

Collection Management Support

  • Contribute to the effective delivery of the Collection Management (CM) process.
  • Support the Joint Collection Management Board (JCMB) and the relevant, subordinate Joint Collection Management Working Group.
  • Engage with Intelligence, Surveillance and Reconnaissance (ISR) Centres of Excellence, wider ISR communities and allies to determine collection strategies and tasking.

Training and Coaching

  • Train and coach DI and pan-Defence analysts on RFI and IRM&CM processes.
  • Foster relationships between Operations Centres and analysts to enhance resource exploitation.

Cross-Government and Allied Integration

  • Build relationships with cross-government counterparts and allies.
  • Drive coordination to improve mutual benefits in sharing requirements and collection activities.

Process and Doctrine Development

  • Contribute to the development of RFI and IRM&CM processes, doctrine and enabling technologies.
  • Promote and develop best practices across Defence, cross-government and NATO.

Person specification

Essential criteria:

  • Experience of working with multiple partners with conflicting requirements and constantly changing priorities.
  • Experience in coaching and mentoring partners on continually changing process and capabilities.

Desirable criteria:

  • Experience in working with intelligence teams in Defence, and an understanding of the wider intelligence enterprise across government and allies.
  • Experience of working in a mixed military-civilian, multi-national and inter-agency environment.
  • Good technical knowledge of military equipment and capability.
  • Awareness or experience in RFI, intelligence requirement and collection management processes.
  • Good understanding of Defence collection techniques and capabilities.
  • Understanding of current issues relevant to Defence.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
