Job description
The role is responsible for leading a team of people (including West Moors Head of Establishment Team and the Petroleum Depot fuels operation) in the delivery of ground fuels and oils, lubricants and associated products (OLAP) to UK Armed Forces, as set out in Service Level Agreements, the management of associated fuel contracts, and working with key stakeholders to plan and implement future requirements. Effective management of health, safety and the environment within the ground fuels area of responsibility (AOR) is essential, particularly within the West Moors estate, and coordination of wider OEA compliance.Person specification
Responsibilities of the role include, but are not limited to:
Managing the preparation maintenance and delivery of the Service Delivery Plan, Transition to Service Plan or Through Life Support Plan.
Managing the liaison with and connect to stakeholders including customers, suppliers and internal teams on specific issues and implement solutions that maximise service delivery to meet the requirements agreed in the Service Level Agreements (SLAs).
As the Operational Energy Authority (OEA) health, safety and environmental protection (HS&EP) Focal Point, coordinate OEA HS&EP activities to ensure organisational compliance. Responsible for HS&EP management of ground fuels specific AOR, and tasks as set out in the OEA Safety and Environmental Strategy (SEMS).
Managing ground fuels input to the drafting, tender process and assessment of tenders within AOR, and monitor the performance of suppliers in terms of the quality, timeliness and reliability of goods and/or services to ensure agreed contractual obligations are met.
Managing investigations where the required KPIs are not being achieved to the required quality, standard or timescales, and help to identify the issues and take appropriate action. Manage the implementation of change to requirements in response to cost and time pressures to ensure delivery to the customer meets expectations.
Managing resources, monitoring actual spend and updating forecasts accordingly to ensure the integrated support meets customer requirements fully within the agreed budget.
Managing agreed governance arrangements for the delivery of the service, aligned with iLog best practice and KPI’s where applicable.
Responsible for all aspects of inventory and supply chain management, proactively ensuring a balance between supply and demand, to maintain SLA agreed outputs.
Identifying optimal courses of action, balancing risk and value for money in the development of Business Cases and Investment Appraisals, Review Notes and Information Notes including economic analysis of investment proposals to influence decision making.
Conducting regular rolling reviews of the teams, customer outcomes and platform capability performances to proactively identify and manage dependencies between projects and programmes and their funding/resource requirements.
Experience of managing commercial relationships, delivery arrangements and budgets including the approval process to provide the outcomes required.
Experience working in a delivery environment at an operational level within one of the OM or associated disciplines (PM, SCM, Eng, TTLS, Commercial) within a large, complex organisation.
Industry standard HS&EP qualification such as NEBOSH or International General Cert in Occupational Health & Safety, with experience of implementing HS&EP across an operational organisation.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
