Job Description

Overview

At the London Borough of Harrow, we are on an exciting journey of transformation—and we’re looking for talented Delivery Managers on a Two-Year Fixed Term Contract to help shape our future.

This is a fantastic opportunity to play a key role within our Portfolio Management Office (PMO), leading and supporting projects that genuinely make a difference to our residents. Working across a diverse portfolio, you will help identify, shape and deliver high-impact change initiatives that improve services, drive value for money, and strengthen delivery confidence across the organisation. You will take ownership of projects at different stages of the lifecycle—from early discovery and planning through to delivery, implementation and embedding into business-as-usual. Working in a collaborative, matrix-managed environment, you’ll engage with colleagues across the Council, ensuring projects are well-defined, effectively governed and delivered to time, cost and quality expectations.

At higher grades, you’ll lead increasingly complex and high-profile programmes, influence senior decision-making, and contribute to strengthening Harrow’s overall project delivery capability.

About You

You are a proactive, solutions-focused delivery professional who thrives on bringing structure, clarity and momentum to complex work. You are comfortable navigating ambiguity, building strong relationships, and working collaboratively to turn ideas into tangible outcomes. You will bring a solid understanding of project management principles and the ability to apply them in a practical and flexible way, including:

  • Planning and delivering both smaller workstreams and large, strategic programmes
  • Managing risks, issues and dependencies effectively to keep delivery on track
  • Engaging confidently with a wide range of stakeholders across the organisation
  • Producing clear, insightful updates and influencing decision-making at all levels
  • Taking ownership, showing initiative, and driving meaningful improvements for residents and services

At more senior levels, you will also demonstrate:

  • Experience managing complex programmes and delivery environments
  • Strong governance leadership and decision-making support
  • The ability to coach and develop others to build delivery capability
