The Major Works Delivery Team is seeking an experienced and driven Delivery Programme Lead to help deliver ambitious planned investment and decarbonisation programme to one area of our housing stock. This is an exciting opportunity to play a leading role in transforming homes and the community through large-scale investment works, including kitchen and bathroom renewals, external works, retrofit programmes, Warm Homes initiatives, and wider sustainability projects.
Reporting to the Partnership Manager, you will be instrumental in delivering high-quality programmes that improve residents’ homes, enhance energy efficiency, and support our journey towards net zero and in a two year timeframe!
We are looking for a motivated professional with strong project management expertise, technical knowledge, who can positively contribute to our experienced and high-performing team.
The successful candidate will have experience delivering complex planned works, retrofit, and energy efficiency programmes, alongside a strong understanding of PAS 2035 principles, resident engagement, and the challenges associated with upgrading existing homes to meet modern sustainability and carbon reduction targets. Experience delivering Warm Homes or other funded decarbonisation programmes would be highly advantageous.
The ideal candidate will have:
- Proven experience delivering large-scale planned works and retrofit projects within housing or construction environments
- Strong knowledge of decarbonisation, energy efficiency measures, and sustainable investment programmes
- Excellent programme, contract, and stakeholder management skills
- Experience leading complex projects from inception through to successful completion
- Strong organisational, communication, and problem-solving abilities
- A collaborative and customer-focused approach, with the ability to build positive relationships across teams and stakeholders

Your impact in the role:
The Delivery Programme Lead will be responsible for the successful delivery and quality assurance of a major planned investment programme supporting the estate’s transition towards net zero. Works will include roofing replacement, solar PV installation, soffit, fascia and gutter renewals, window and fire entrance door replacements, external wall insulation (EWI), air source heat pump installations, and kitchen and bathroom renewals where required.
Working closely with our appointed contractor, you will ensure high-quality delivery and excellent customer service, while maintaining and enhancing L&Q’s housing assets in line with the investment programme. The role requires a strong on-site presence, supporting residents and responding to queries throughout the works.
You will develop efficient and de-risked delivery solutions across refurbishment, planned investment, retrofit, sustainability, and mechanical and electrical upgrade works, while acting as the main point of contact for residents, leaseholders, contractors, and stakeholders throughout the programme.
What you'll bring:
The successful candidate will have strong technical knowledge and site experience, with the ability to undertake inspections, measurements, supervision of works, and on-site quality sign-off across planned investment and retrofit programmes.
You will have experience in contract and risk management, alongside knowledge of pricing models, NHF Schedule of Rates and planned works delivery.
We are looking for someone who can demonstrate:
- Strong planning, organisational, and administrative skills
- Excellent communication, collaboration, and stakeholder management abilities
- A customer-focused and empathetic approach when working with residents and leaseholders
- The ability to work under pressure, manage priorities, and support colleagues when needed
- A working knowledge of the Section 20 consultation procedures, with an understanding of statutory requirements for leasehold consultation in relation to major works
You will also have good IT skills, including proficiency in Excel (VLOOKUPs, basic pivot tables, reports) and the wider Microsoft Office suite, including writing letters and mail merges.
Experience in retrofit, decarbonisation, or Warm Homes programmes would be advantageous.
