Job description
The Marine Accident Investigation Branch’s (MAIB) purpose is to improve safety at sea. It has established itself as a world leader in its field and deploys investigation teams nationally and internationally from its headquarters in central Southampton.
As the Deputy Chief Inspector of Marine Accidents, you will be responsible for managing the main operational activities of the Branch at all stages of its investigations, as well as dealing with a wide range of stakeholders in UK and abroad.
Much of the MAIB’s work involves tragic and often fatal accidents. The post-holder will become intimately involved in the detail of investigations, deploying to scene as necessary for more significant cases, and ready to engage at short notice with a wide range of stakeholders including bereaved relatives.
This role receives a Specialist Pay Enhancement (SPE) worth 7.5% of the G6AN pay range maximum. It is non-consolidated and non-pensionable. It is therefore not included in any calculation for pension or pay on transfer or promotion. External candidates should expect their salary upon appointment to be £96,140 subject to skills and experience. For existing MAIB employees, the usual pay rules should apply i.e. an existing G6AN base salary will remain the same plus and the DCI SPE will be applied. If successful on promotion the salary will be the higher of either 10% pay increase or the band minimum plus the DCI SPE. Additional recruitment and retention allowances may also be considered.
Your responsibilities will include, but aren’t limited to:
- Providing direction for the timely conduct of high-quality marine accident investigations.
- Ensuring the highest standards of governance and commercial management in relation to the procurement of the equipment, facilities, site management and technical support, as required for investigations and ongoing operational activities.
- Validating causal analysis conducted during investigations, overseeing the formulation of well-founded recommendations and quality assuring investigations and investigation reports.
- Developing and maintaining strong relationships with a wide range of industry stakeholders, including the sharing of good practice in the field of marine accident investigation.
- Alternating with the Chief Inspector on-call as the duty head of branch and deputising, as necessary, for the Chief Inspector to perform the legal and governance duties of that role and to represent the branch when engaging with senior stakeholders in the government, industry and overseas.

Person specification

To be successful in this role you will need to have the following experience:
- You will be expected to apply sound judgement under pressure and have both strong leadership and managerial skills.
- You will be highly motivated, inquisitive and a critical thinker who is able to engage with new, unfamiliar or controversial concepts.
- You will require considerable diplomatic skills, be comfortable engaging with people from all walks of life, and be empathetic when dealing with the victims, next-of-kin and others affected by marine accidents.
- You will have excellent verbal and written communication skills, and have the critical skills necessary to quality assure the work of others.
- You also will have good presentational skills and be confident and comfortable when engaging with a wide variety of audiences.
Additional Information
You will be required to undertake a Post Graduate Cert in Applied Marine Accident Investigation and Foundation e-learning module of the Contract Management Capability programme once in role, unless these accreditations are already held. Both qualifications are fully funded by the MAIB.
Important:
- Due to the nature of MAIB operations, you will be required to undertake physical activities and must be able to board vessels by pilot ladder and move around disrupted environments unaided.
- You will also be exposed to situations, information and material of a sensitive or traumatic nature and recordings that could be distressing.
- It is essential that you consider these requirements before applying for the post as you will be required to participate in a wellbeing and traumatic stress risk review if selected for interview.

Working hours, office attendance and travel requirements

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (the location cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
Regular travel to other offices will be required, which may include international travel and involve overnight stays.

• A professional background and experience at a senior level within the marine transport industry.• A professional qualification in a recognised marine transport discipline. Stage 1: Online tests
At this stage, you will be assessed against the following Success Profile elements:
