Job summary

This is an exciting opportunity to work at the heart of Welsh democracy in the Senedd Business Directorate.

The Senedd Business Directorate is responsible for supporting Senedd business in plenary and committees. It comprises of a number of services, including those providing clerking support.

Clerking support is arranged into three services:

  • Chamber and Committee Service ,
  • Policy and Legislation Committee Service
  • Strategic Transformation Service

If successful, you will be offered a position in one of these three services. Roles may include working with committees, support for Table Office or Plenary, and support for the Independent Remuneration Board.

Deputy Clerks support the delivery of outstanding parliamentary support, working directly with Members of the Senedd, senior officials, external stakeholders and the public. Typically they are a member of a team of three to four people:

  • The Clerk (team leader with overarching responsibility and accountability for all elements of the team’s work);
  • The Second Clerk (accountable to the Clerk and responsible for leading specific elements of the team’s work);
  • The Deputy Clerk (accountable to the Second Clerk, can be responsible for leading on a specific element of the team’s work while also being the administrative lead for the team);
  • The Team Support Officer (accountable to the Deputy Clerk, providing core support across the team’s work).

The post requires first-rate organisational skills, the ability to respond flexibly to changing priorities, strong interpersonal and communication skills, and political impartiality at all times.

You will be supported and encouraged to be creative and innovative, and expected to develop a thorough understanding of the Senedd’s rules and regulatory framework as part of your professional learning.

The successful candidate may be required to move among similar roles within the Senedd Business Directorate, according to business needs.

Job description

Core Responsibilities:

As a Deputy Clerk your specific core responsibilities will depend on the team in which you are placed, but may include:

  • supporting the Clerk(s) in facilitating the efficient and effective management of Members’ work in committee and plenary and taking part in discussions with Chairs and Senedd Members (and, in the case of plenary, the Llywydd and Deputy Presiding Officer);
  • supporting the scrutiny of legislation, both in terms of preparation for and during committee meetings and in plenary;
  • drafting papers, agendas, minutes, correspondence and other resources as appropriate;
  • maintaining accurate records of Senedd business and decisions;
  • coordinating, monitoring and reporting on the progress of specific work programmes;
  • overseeing the practical arrangements for in-person, hybrid and/or virtual meetings, and for committee visits and other activities;
  • managing/supervising staff where relevant, creating circumstances that enable them to perform to the best of their ability;
  • providing support to other clerking teams as required;
  • managing relationships with stakeholders, including the Welsh Government;
  • contributing as necessary to the wider work of the service and corporate projects;
  • managing the team’s online presence, including social media feeds and internet pages, to provide accurate and engaging public information;
  • assisting Clerk(s) in providing advice on the Senedd’s Standing Orders (i.e. its procedural rules).

Person specification

Job Specific criteria:

  1. Professionalism, tact and discretion- strong interpersonal skills, including the ability to build successful relationships with internal and external stakeholders, and to handle difficult or sensitive situations with tact and discretion.

  2. Organisational skills and agility - strong organisational and time-management skills, with the ability to prioritise and meet competing deadlines, responding flexibly to new demands.

  3. Communication skills - clear and accurate oral and written communication skills, and the ability to adapt style and delivery to meet the needs of the audience.

  4. ICT skills - experience of using Microsoft Office (e.g. Outlook, MS Word, Excel, Teams, OneNote) as well as experience of using remote/virtual working applications such as Zoom or Teams; and experience of social media platforms, i.e. X (Twitter), Instagram and Facebook.

  5. Parliamentary awareness - a level of understanding of the work of the Senedd that is sufficient enough to understand what it means to work impartially in a political environment.
