Job summary
As Deputy Director, Local Government Reorganisation: Strategy you will provide strategic leadership across the Local Government Reform (LGR) programme, drawing on your direct experience of local government reform to shape a compelling, evidence led narrative. You will set and refine the overall vision and strategy for LGR, producing, maintaining and articulating the case for change and ensuring alignment with wider departmental and cross government priorities.
You will oversee the successful handling of key milestones—across Parliament, the public domain, and the local government sector—ensuring strategic coherence and effective communication at every stage. You will work to balance community and local government ambitions with pragmatic consideration of viability - and support progress through your effective navigation of financial and other constraints.
You will lead the strategic communications and briefing function ensuring it supports the overall strategy for LGR. You will oversee briefing materials, ensuring accuracy, clarity, and alignment across workstreams. You will maintain and develop the Briefing Hub as a central resource and proactively shape and support the LGR narrative; you will coordinate parliamentary and local government engagement activity in support of Ministers.
You will work closely with the wider growth and devolution programme, with oversight and accountability teams, as well as Stewardship and Interventions teams—particularly in cases of intervention or financial sustainability concerns. You will also ensure LGR is aligned with broader public service reform activity, including devolution, planning, housing, workforce regulations,health, policing, fire, children’s social care and adult social care, mitigating risks and identifying opportunities
As Deputy Director, Local Government Reorganisation: Policy you will provide overarching leadership of the legal, policy and regulatory framework for local government reorganisation. This includes managing all legislative activity—from early development to drafting and parliamentary passage, managing legal risk and potential legal challenge, and maintaining robust democratic, electoral and boundary arrangements.
You will work closely with colleagues across the department (especially analytical and legal colleagues), wider government, and the local government sector to effectively deliver the programme – in particular focussing on eleven places. You will support the establishment of clear assessment parameters and provide structured support to councils and sector stakeholders.
Throughout, you will ensure complex policy, legislative, and democratic considerations are integrated into a coherent programme that can be delivered effectively

Person specification
- You have proven, direct experience - and demonstrable knowledge of - local government policy, structures, and reform.
- Are an inspiring, confident and collaborative leader, who is also an experienced line manager demonstrating excellence in building strong, high-performing and inclusive teams, with strong personal resilience and the ability to lead effectively under pressure.
- Are a self-starter and effective communicator, with the ability to communicate both challenging and technical material clearly and succinctly, you can influence and direct, where needed, bringing out key choices and trade-offs based on evidence and analysis, for senior stakeholders and Ministers.
- Are a strategic and creative thinker, you are an expert problemsolver and can drive a pragmatic, solution-focused approach.
- Cultivate strong partnership and relationship-building skills, with a proven ability to build effective relationships with departmental colleagues, including analysts and legal teams
- You can adapt your style, particularly within the prevailing challenge of a complex and technical reform landscape, to understand and engage effectively with a variety of stakeholders and senior leaders, such as Local Government Chief Executives, Ministers and Special Advisers.
- Are confident in your ability to move smoothly between long term strategy development and delivery and tactical decision making in a fast-moving environment.

Introduction
This is an appointment at Senior Civil Service (SCS) role at Pay Band 1 level and the appointment will therefore reflect the changes made to SCS terms and conditions introduced on 1 July 2013. Salary
For external appointments, remuneration for this role will be circa £81,000 pa plus a bonus opportunity depending on performance (within the normal Civil Service pay arrangements) and attractive pension.
For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If appointed on promotion you would get the higher of 10% uplift or the new minimum for Deputy Director (£81,000 pa). Please also note that, if successful, any existing specialist allowances you currently receive will not automatically transfer or be retained upon moving to this role. Future pay awards will normally be made in line with current SCS performance-related pay arrangements.

Annual leave
Full time new entrants to the Civil Service and those civil servants on modernised terms and conditions will be entitled to 25 days leave, increasing on a sliding scale to 30 days after 5 years’ service. In addition to this you are entitled to 8 public/bank holidays plus an additional day for the King's Birthday. The allowance is pro-rated for part-time staff. Location
Bristol, Darlington, London, Manchester, or Wolverhampton. During the application process you will be asked to express a location preference, from the advertised locations. Hybrid working
At present, a minimum of 60% of your working time will be spent in your contractual office location. Requirements to attend other office locations or off-site meetings will count towards this. There may be opportunities for candidates to work flexibly, including some home working, depending on business need and individual
circumstances. This will be discussed with the vacancy manager on a case-by-case basis, if you are successful for the role.
