There is an exciting vacancy in the Development Plans Division to lead on ensuring local plans are put in place across the country. This is a fast paced and challenging role which will see the successful candidate leading a team to work closely with Ministers, Councils, OGDs, stakeholders and others to ensure Local Plans are put in place across the country ahead of a newly reformed planning system being implemented. This is a particular priority of SoS and advice will also need to be prepared with respect to options for ensuring plan delays are halted.

The post holder will also be responsible for Local Plan casework dealing with requests to intervene in the plan making process by providing timely advice to ministers as well as acting as their eyes and ears in terms of contentious issues that may come before ministers. There is also a key role to be played in terms of a close working relationship with policy leads across Planning Directorate and wider Department both in terms of shaping reform and ensuring wider policy changes are implemented in a way that does not undermine the preparation of local plans.

Job description

As the Development Plan Delivery Team Leader your responsibilities will include:

  • Lead on a caseload of priority local plans building constructive relationships with planning officers and other stakeholders and reporting progress and risks to senior colleagues and Ministers ensuring mitigations are put in place.
  • Provide advice to Ministers with respect to local plan interventions advising ministers on whether or not to intervene ensuring any third party requests for intervention are dealt with in a timely manner.
  • Work closely with intervention contract managers and suppliers to inform decisions on intervention and/or to deliver local plan interventions.
  • Close engagement with legal colleagues, local councils, PINS, Planning Advisory Service, OGDs and the wider Department to ensure barriers to seeing plans adopted are removed.
  • Work with policy colleagues who are working on Regulations and guidance to transition into providing local plan support and intervention in relation to new system plans.
  • Ensure the team feed into relevant PQs, speeches, briefings and debates providing relevant local plan background and lines.

Person specification

We are ideally looking for someone who has a technical understanding of the local plan process from inception through to adoption as well as a wider understanding of Planning and how different policy areas interact with local plans. The successful candidate will need to work flexibly responding to competing priorities ensuring work is done to standard and on time. They will need to be a self-starter who is able to motivate a team to deliver on SoS priorities and develop constructive working relationships with a number of internal and external stakeholders. The application process will be split into 2 stages, testing the following Success Profiles:

There is a 250-word limit per question.

When writing your application, remember:

  • the assessor won’t be reading your answers sequentially
  • do not assume that the same assessors will have read all of your answers
  • if talking about something in your first answer, make sure that you write the second answer as if you had not written the first (and so on!)

Most of our campaigns utilise multiple assessors and so it is possible that each of your answers would be viewed by different assessors.

Stage 2: Interview

Sift and Interview Dates

Sifting is envisaged to take place the week commencing 20th July 2026.

Interviews are envisaged to take place the week commencing 3rd August 2026 and are currently being held remotely via videocall. This could be subject to change.
