About the Role
Due to internal promotion, we have an opportunity for two full time Senior Planning Officers to join our Development Management team on a permanent contract. One post within the householders/others team and the other within the Large Majors team.
‘Development Management’ is the ‘coal face’ of the planning service, part of the Regeneration and Place Directorate.&nbsp; There are three teams, ‘large majors’, ‘major/minors’ and ‘householders/others’ teams handling planning applications, appeals and associated work.&nbsp; The wider team incorporates an Enforcement, Heritage, Landscape and Trees, together with technical support.&nbsp; There are close working relationships with Building Control, Planning Policy, s106/CIL team, Economic Development &amp; Legal Services. The validation of planning applications is undertaken by Mid Kent Planning Services which is shared with Swale Borough Council.
As a Senior Planning Officer in the householders/others team, you will be determining a wide range of applications, including householder, adverts, change of use, breaches, telecommunications, discharge of conditions and Certificates of Lawfulness in an area experiencing one of the highest number of applications in Kent.&nbsp; This will involve liaising with internal and external stakeholders, applicants, agents, Councillors and others involved in the planning process.&nbsp; Attendance at planning committee would be required, when necessary, the committee meets once a month and meetings take place in the evening, at Maidstone’s Town Hall.&nbsp; You will be in a position to offer supervisory support and training to junior members of staff with some signing off powers to support the Team Leader as required and depending on experience.&nbsp;
As a Senior Planning Officer in the large major’s team, you will be determining a wide range of applications, these will include schemes for larger than 50 dwellings, major commercial schemes, corporate projects and submission of details, legal agreements and other associated applications.&nbsp; There will the opportunity to be involved and shadow principal planning officers in the local plan allocated garden settlement schemes and large major schemes.&nbsp; This will involve liaising with internal and external stakeholders, applicants, agents, Councillors and others involved in the planning process.&nbsp; Attendance at planning committee would be required, when necessary, the committee meets once a month and meetings take place in the evening, at Maidstone’s Town Hall.&nbsp;
These roles are being offered on a 37 hour week, with office based working at least two days per week with flexible home working on an agreed basis as part of the Council’s approach to offer employees a range of flexible working opportunities.

About You:

We are looking for an experienced Infrastructure Delivery Team Leader to lead the Infrastructure Delivery Team and play a critical role in securing funding from new development; and ensuring that new developments implement improvements to infrastructure and services that are agreed as part of planning permissions.​
About the role
In this role, your main responsibility will be to lead and manage the Infrastructure Delivery Team responsible for all CIL and Section 106 processes. This includes the administration and collection of CIL and Section 106 payments for the Borough; and the post-collection allocation and spending of funds, including the ongoing development of a Neighbourhood CIL spend process.
The postholder will lead on the development and implementation of processes for the collection of the forthcoming Building Safety Levy; and will be involved with the development of the new Bromley Local Plan, particularly with regard to evidence base development related to infrastructure.
The Team Leader post will have line management responsibility for two Infrastructure Delivery Officers and will report directly to the Head of Planning Policy and Strategy. The post holder will work closely with colleagues in the Planning Policy and Design &amp; Conservation teams which also sit within the Planning Policy and Strategy service; and will also work with other departments across the Council including Development Management, Finance, Housing and Regeneration.
The successful candidate will represent the Planning Policy and Strategy service at various internal and external meetings, including Council committee meetings; and will also be required to deputise for the Head of Planning Policy and Strategy in relation to infrastructure delivery matters, as and when required.
What we offer
This is an MG6 grade role, with a salary range of £47,536 to £71,302. It is a full-time, permanent role, based on a 36-hour working week. The role is based at Bromley Civic Centre (opposite Bromley South station). The Planning Technical Support Manager will establish, lead and manage the Planning Technical Support function in the Oxford Street Development Corporation’s Planning Unit, ensuring the delivery of an efficient, high quality planning support and validation service.&nbsp; The role will oversee the planning support team, optimise systems and processes, and provide management information and strategic advice that informs unit-wide decisions.

This role’s purpose is to:

This role’s purpose is to build key parts of the Oxford Street Development Corporation (OSDC)’s planning department, leading on the effective discharge of OSDC’s statutory responsibilities across development management and planning enforcement.

Your day-to-day will include the following responsibilities:

<li>Establish—and provide high level technical leadership and strategic direction for— an effective, efficient, high quality development management and enforcement service for the Corporation which meets the OSDC’s objectives and statutory responsibilities, including the provision of an efficient enforcement and compliance function.</li>
<li>Lead on engagement with key stakeholders in relation to proposed and completed developments in the OSDC area.</li>
<li>Oversee, briefings and agendas for the OSDC Planning Committee (PC) in relation to planning applications and planning enforcement matters, ensure the provision of good quality reports to the PC for decision, and make decisions on development management and planning enforcement matters as delegated to officers in accordance with the agreed scheme of delegation;</li>
<li>Ensure the timely submission of statements of case etc. and the robust defence of OSDC planning and enforcement decisions at appeal, whether written representations, hearings or public inquiry;</li>
<li>Lead on any legal action required as a consequence of planning decisions and enforcement action including injunctions, prosecutions and confiscation proceedings under the Proceeds of Crime Act as required.</li>
<li>Deputise for the Director of Planning in the overall management of the Corporation’s Planning Service, and at Planning Committee or Board meetings, when required; assist the Director of Planning in ensuring the provision of update training and advice and support to the PC to enable members to discharge their duties effectively, and work collaboratively with the Head of Planning Policy by providing input to the production of the OSDC Local Plan and supporting documents.</li>
<li>Ensure work programmes are established, monitored and delivered within allocated budgets, in a collaborative manner.</li>

About the role
OPDC has an exciting opportunity for a talented individual to join our Planning Team as a Construction Monitoring Manager on a permanent contract. The successful candidate will work closely with the Head of Planning Enforcement and Compliance as a senior member of the team and will initially assist with the development of OPDC’s Code of Construction Practice alongside appointed consultants.&nbsp; This is a unique opportunity to shape how construction and development will be managed and monitored in one of London’s largest regeneration areas and ensure that resident’s amenity is protected while enabling the growth and delivering the homes and jobs in OPDC’s Local Plan. The successful candidate will also work with borough colleagues to bring forward a statistical information package to allow comprehensive tracking of key indicators for construction management within OPDC’s areas.&nbsp;
What your day will look like
The successful candidate will lead on a range of construction management issues in the planning process, from pre-application to condition stage, including as assessment of site sensitivity and ensuring that timely engagement with the host borough, stakeholders is integrated into planning decisions.&nbsp;&nbsp; The role also involves the undertaking comprehensive inspections of live sites with borough colleagues to assess construction practice against relevant policy and guidance.&nbsp;
Skills, knowledge and experience
To be considered for the role you must meet the following essential criteria:
Appropriate qualification in construction management and eligibility for membership of the Construction Industry Training Board (CIOB) together with a record of continuing professional development.
Demonstrable experience of construction management and monitoring preferably in a local authority setting.
Good understanding of the working environment of a local planning authority and Mayoral Development Corporation (MDC).&nbsp;
An understanding of the local, regional and national planning policy context and legislative framework, and construction monitoring standards and guidance.&nbsp;
Excellent IT skills and the ability to track and monitor construction impacts.&nbsp;

About The Role
A Senior Planner will help with the delivery of major sites; leading on complex and major planning applications, liaising with developers, applicants and senior officers, conducting negotiations and presenting applications to Planning Committee. The appointment will be commensurate with experience.
We would also consider a planner at the beginning of their career and offer a fantastic opportunity to gain practical experience and to develop a strong foundation for a career within the Built Environment, determining a large number of householder and minor applications, as well as contributing to the overall work of the teams.
The posts require candidates who have a vision for developing the built environment to achieve the council’s aspirations, who have the confidence and capability to engage with developers, carry a caseload of major applications, and the ability and experience to work with less supervision in delivering the service.
About The Team You’ll Be Working In
Hounslow are looking for a Career Grade Planner to join their award-winning Development Management Team. The team are currently working on a wealth of planning applications critical to the social and economic wellbeing of the borough. We have high housing targets to achieve, new schools to place children in and need to create opportunities for employers who want to be in our well-located borough. This must be balanced against acting on the boroughs Climate Emergency and with Green Belt, listed buildings, conservation areas and River Thames frontage that need protecting.
