The Role
Lancaster City Council is looking for a confident and experienced manager for its Planning and Housing Strategy functions.&nbsp; The role is a critical one, overseeing multi-disciplinary teams including Planning Policy, the Climate Change Policy Hub, Heritage &amp; Design, Housing Strategy and Consultation &amp; Engagement Teams.

About the Role
We are pleased to announce an exciting opportunity to join Maidstone Council as a Development Management Team Leader. This opportunity has arisen due to recent internal career progression which reflects our commitment to supporting staff growth and progression.
We are looking for an enthusiastic, motivated and experienced individual to lead and manage a team of 6-8 planning officers with varying levels of planning experience. You will lead delivery in respect of a wide variety of different pre application advice requests, planning applications and planning appeals to ensure a high-quality development management service.
With your team you will be responsible for a wide range of work, including proposals of between 1 and 50 residential units, commercial development, HMOs, prior approval, agricultural development and equestrian development and change of use. You will ensure that planning decisions are sound in terms of policy, relevant guidance and legal framework and result in high quality sustainable development.
You will work effectively to identify and present to developers, clear solutions to planning issues. You will be decisive and where necessary, negotiate to achieve the implementation of high-quality development. You will enable applications to be advanced at an appropriate pace to build and sustain the council’s five-year land supply.
You will be effective at managing your own caseload and helping with the management of the caseload of the team. You will be effective at line management and deputising for the Planning Applications Manager including work allocation and sign off responsibilities for planning matters in line with the Head of Planning and Economic DevelopmentScheme of Delegation.
You will present at the council’s monthly Planning Committee in terms of your own caseload and that of others in the team guiding the decision-making process. You will be the Council’s lead witness in terms of relevant appeals and ensure that the Council are represented effectively in other appeals and Court proceedings
This is a full-time position on a permanent contract, working 37 hours a week Monday to Friday on a hybrid basis.

An exciting opportunity has come up within the Council's Development Management Team as a Planning Assistant.&nbsp; We are looking to appoint an enthusiastic and committed individual who would like to start their career in Development Management in a busy Planning Development Service.&nbsp;
Candidates will benefit from a varied workload gaining experience in a number of areas of Development Management including Green Belt policy, flood plain, heritage and National Landscape.&nbsp; &nbsp;
In this role you would:
Ensure all allocated applications are determined in accordance with government performance targets
Undertake site visits and meet members of the public on a regular basis&nbsp;

The Role
The Planning and Housing Strategy Team is looking to recruit a qualified and experienced Planning Policy Officer to come and join our team working alongside the Principal Housing Strategy Officer on housing strategy and planning policy matters and other lead professionals responsible for climate change, biodiversity and heritage.&nbsp; We are advancing a new Local Plan for Lancaster district.&nbsp; The council has a strong record of keeping its development plan up to date and is also nationally acclaimed for its innovative work on climate mitigation and adaption.
We are looking for a strategic thinker who is hardworking, enthusiastic and highly motivated and will embrace working with high performing team members.&nbsp; &nbsp;Immediate priorities for the postholder will be to assist in the refresh of the housing evidence to support our new Local Plan.&nbsp; The council has already appointed consultants to prepare a district wide housing needs assessment to comprehensively review housing needs including market, affordable and specialist housing needs for Lancaster district’s diverse communities.&nbsp; &nbsp;We intend to commission a new Affordable Housing Viability Study which the postholder will take the lead on to maximise opportunities to secure affordable housing. &nbsp;&nbsp;Next year, we will be preparing a new Homes Strategy for Lancaster which will be underpinned by our newly prepared housing studies and will link to policies being prepared for the new Local Plan.&nbsp;
We are looking for a professional who can produce clear and comprehensive written work including key policy documents such as Development Plan Documents, Supplementary Planning Documents and Planning Advice Notes and writing reports.&nbsp;&nbsp; We are looking for a confident speaker with great presentation skills and work alongside other team members at stakeholder engagement and public consultation events as well as presenting complex information in a clear and concise way to a wide range of audiences.&nbsp;&nbsp;
Developing and maintaining working relationships with other professionals within the Planning and Climate Change service, other council services and external bodies is a pre-requisite in this role, and will include providing support to colleagues in the Development Management team so that planning applications are determined in a timely way with robust information provided on meeting local housing need and by supporting our colleagues in housing teams to realise the council’s housing and regeneration priorities for Lancaster district.&nbsp;
About You
You must have a degree or postgraduate qualification in town planning that is recognised by the Royal Town Planning Institute and have Royal Town Planning Institute (RTPI) Chartered Membership, or demonstrable equivalent experience to be eligible to securing Chartered Membership status.&nbsp; Alternatively, for post-holders with a housing qualification; Chartered Membership of the Chartered Institute of Housing (MCIH) or demonstrable equivalent experience to be eligible to securing Chartered Membership status. &nbsp;
You will already have at least two years’ of post-qualification experience in planning or housing, ideally within a planning policy or strategic housing environment and you will need to evidence a track record of working within a legislative/regulatory context and have a demonstrable understanding of assessing and meeting local housing needs.&nbsp;&nbsp; You must also hold a full UK driving licence.&nbsp;

The Role
The Council have decided to review its Local Plan. We need a Planning Policy Manager who can lead both the Council’s Planning Policy and GIS Team in successfully delivering a new Local Plan which will shape the district for years to come. About You
You will be an experienced planner which a strong and recent understanding of the plan-making process and know what it takes to prepare a robust and sound local plan. You’ll have been working in either the public or private sector and will have the motivation, enthusiasm and interpersonal skills to effectively lead and manage a multi-disciplinary team. You’ll have an academic background in planning and will be a member of the Royal Town Planning Institute.
This is a hybrid working role however regular attendance will be required in our offices in Lancaster and Morecambe.
