About the Role

The Liverpool City Region Combined Authority is driving forward an ambitious transport agenda—and devolution is at the heart of it. As Devolution Manager, you’ll play a key role in shaping how powers, responsibilities, and assets are transferred to the region to deliver better, more responsive transport services.

Reporting to the Head of Network Development, you’ll lead on integrating local transport ambitions into national planning frameworks, working closely with strategic authorities, government bodies, and the Mayor. You’ll help position LCRCA as a leader in devolved transport governance—supporting the development of statutory roles, managing station transfers, and identifying opportunities to enhance connectivity, infrastructure, and service quality through further devolution.

This is a strategic, outward-facing role that blends policy development with programme delivery. You’ll coordinate complex stakeholder relationships, ensure legal and strategic alignment, and support the Combined Authority’s long-term vision for a world-class, locally accountable transport network.

You are a strategic, values-driven professional with a strong grasp of transport policy, public infrastructure, and UK devolution. Experienced in navigating complex governance and stakeholder landscapes, you bring clarity, collaboration, and purpose to everything you do.

Whether shaping rail governance, managing station transfers, or driving new powers for the region, you’re motivated by impact and inclusion. You communicate with confidence, think ahead, and work seamlessly across legal, operational, and political domains.
