Job summary
Value for Money (VfM) is one of the most significant reforms in UK pensions, designed to improve transparency, accountability and outcomes for millions of savers by enabling consistent assessment of how well pension schemes deliver value. The Pensions Regulator is leading the delivery of a new digital and data service at pace, working in partnership with the Financial Conduct Authority to implement an ambitious and high-profile regulatory regime. The Value for Money (VFM) Digital Lead is responsible for the design and delivery of the digital solution for this important regulatory initiative.
This senior role will have accountability for the delivery of the digital solution for this regulatory service. They will ensure the digital service is designed, implemented and delivered to meet policy intent and adheres to TPR’s data and technology standards. The design and delivery of the digital solution is an integral part of the end-to-end service to meet internal and external user needs.
The postholder will work closely with the policy, product, architecture, data and delivery teams, managing the overall roadmap and delivery plan and ensuring any risks and issues are communicated quickly and mitigants are created and actively managed. They will work closely with the Directors of Digital, Data and Technology.
The postholder will play a key role in managing the joint digital delivery of the VFM solution working with other regulatory bodies, ensuring alignment of approach, design and delivery across organisations. This includes leading engagement, supporting joint governance, and ensuring that risks, issues and decisions are effectively managed across organisational boundaries.
The role will work closely with the VFM senior delivery manager, (who leads on the overall programme plan and governance) and the VFM product, data and delivery managers.
Extensive experience in leading matrixed teams to design and deliver complex digital transformation initiatives through agile delivery. 10-15 years’ experience in product management and delivery required. Solid understanding of regulatory data collection, data quality and data standards, with the ability to ensure data is captured consistently, accurately and in ways that supports effective regulatory decision-making.

- Delivery of VFM Digital Solution
- Assure delivery of the VFM digital solution to agreed scope, timelines and quality
- Communicate and manage risks and issues quickly

Joint Delivery with the Financial Conduct Authority
- Lead TPR’s digital engagement within the joint VFM programme with the FCA, working closely with TPR’s Director of Digital and the VFM programme delivery lead.
- Maintain effective working relationships with FCA counterparts
- Ensure alignment on delivery approach, design and timelines
- Support joint governance, risks and issue management
Design Authority and Decision Making
- Ensure key design decisions are identified and governed
- Escalate decisions where required
Cross-Programme Alignment
- Work with the project team to manage dependencies and alignment across initiatives
Risk and Issue Management
- Identify and manage delivery risks and issues
Stakeholder Engagement
- Collaborate and bring together organisations
- Provide updates on progress, risks and decisions
- Senior stakeholder engagement within TPR, working at Director and Executive Director levels
Continuous Improvement
- Work with the Delivery Lead to identify any delivery approaches and practiceswhich can be improved.

Essential criteria
- Demonstrable experience of leading user centered digital product, design and delivery in complex environments.
- Experience of leading matrixed teams to design and deliver data-enabled digital solutions.
- Experience working in Senior multi-stakeholder delivery environments and organisations.
- Experience managing senior regulatory stakeholder relationships.
- Experience identifying potential risks and proactively managing these.
- Understanding of data governance, regulatory data requirements and user centered design.
- Strong communication and influencing skills.
- Understanding of technology dependencies including cyber security and risk management.
