About the Defence Housing Service

The Defence Housing Service (DHS) is being created through the Armed Forces Bill to deliver a step-change in housing for the UK’s Armed Forces and their families following the publication of the Defence Housing Strategy on 3 November 2025, which marked the most significant change to Armed Forces housing in over 50 years. DHS will bring a dedicated focus to improving the homes, communities and lived experience of Service personnel, placing families firmly at the heart of everything it does.

This is one of the most ambitious housing transformation programmes in the UK today. Backed by a £9 billion investment, DHS will modernise tens of thousands of homes, introduce a more proactive and customer-focused approach to maintenance, and unlock new opportunities to develop housing on Defence land.

DHS will have the focus and agility to deliver change at pace, combining public service values with greater flexibility to build the skills, systems and partnerships needed for the future.

Job description

This is a unique opportunity to help lead one of the UK’s largest and most high-profile housing services and play a key role in shaping the future of public housing delivery.

As Head of Housing Operations, you will support and deputise for the Deputy Director, leading operational delivery across a large, geographically dispersed housing portfolio. You’ll drive performance, pace and continuous improvement to enhance the lived experience of Service families.

You’ll oversee contract performance, lead change programmes, and work closely with delivery partners to ensure high-quality, customer-focused housing services.

Key responsibilities include, but are not limited to:

  • Leading regional operational performance across Service Family Accommodation (SFA), ensuring delivery meets Defence commitments
  • Driving service improvement and transformation across a complex, multi-supplier landscape
  • Holding industry partners to account for performance, value for money, and service outcomes
  • Building strong, collaborative relationships with senior stakeholders across Defence and industry
  • Providing robust governance, reporting, and performance insight to support decision-making
  • Delivering analysis and recommendations to improve service delivery and optimise performance
  • Leading and contributing to priority programmes, including Afghan Relocation Assistance Policy (ARAP) accommodation provision
  • Fostering a high-performing, empowered team culture focused on continuous improvement
  • Deputising for the Deputy Director in senior meetings, forums, and decision-making environments

You’ll bring strong experience from housing, property or asset management ideally within a housing association or similar environment alongside a track record of improving services through effective contract management, stakeholder engagement and operational leadership.

This role offers real scale, complexity and visibility alongside the opportunity to influence future housing delivery through the transition to the new Defence Housing Service in 2027.

The future delivery model for this team is currently under review and may change as part of potential organisational developments. This could include the team or function transferring to a different employer or organisational structure in the future. Should activities transfer out of the Ministry of Defence existing employees transferring with those activities will maintain the same or substantially the same terms and conditions of employment.

Person specification

Essential Criteria

  • Proven experience delivering large-scale operational services, ideally within housing, property or estates.
  • Demonstrated leadership of sizeable, geographically dispersed teams and complex supply chains, setting clear direction and driving performance through others
  • Ability to lead high-performing teams, adapting leadership style where appropriate; strong track record of delivering outcomes in complex environments with multiple stakeholders, effectively balancing competing priorities
  • Highly effective communicator with the confidence to engage and influence a wide range of stakeholders, from customers and families to senior leaders and external partners
  • Experience of leading change within live operational environments, maintaining service delivery while improving outcomes
  • Visible, resilient leader able to operate at pace in high-profile, customer-focused settings with external scrutiny

Licences

A full, valid driving licence is essential for this role, as regular travel to sites not easily accessible by public transport is required.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

At sift, you will be assessed against the following:

Candidates will be required to provide qualification details and work history (CV) highlighting evidence where you meet the essential criteria (e.g. relevant roles, responsibilities, scale of delivery, size of teams, budgets, customer base, geographic scope)

Personal Statement, (500 Words) answering the following question “Describe a time where you took end-to-end ownership of performance across a complex operational area, including supplier management, customer outcomes, financial control, and the use of data to drive performance and quality improvement. What actions did you take, and what was the impact?”

Near miss clause
