About the Defence Infrastructure Organisation
The Defence Infrastructure Organisation (DIO) is the estate expert for Defence, part of the National Armaments Director Group (NADG), supporting the armed forces to enable military capability by planning, building, maintaining and servicing infrastructure.
Responsibilities:
- Plan and deliver major capital projects and lifecycle refurbishment
- Provide utilities services
- Manage soft facilities management (cleaning and catering)
- Provide a safe place to train
- Allocate Service Families Accommodation
- Procure and manage routine maintenance and reactive repair
- Provide a central register of asset information to advise infrastructure planning
- Act as steward of the Defence estate
- Provide the unarmed guarding service
We employ approximately 4,900 staff from a very diverse range of professions including head office functions and specialisms such as surveyors, town planners, airfield pavement experts, foresters and construction engineers. We work across the world, including; Germany, Cyprus, the Falkland Islands, Norway, Poland, Kenya, Belize, Nepal and Oman.
Nuclear Infrastructure Directorate – HMNB Clyde
As the MOD’s infrastructure expert DIO has a significant role to provide defence-wide, advice, guidance and delivery of strategic estates management, strategic asset management, disposals, acquisitions and major programme and project delivery as well as the management and leadership of the supply chain.
The Continuous at Sea Deterrent (CASD) is strategically critical output for UK Defence and the infrastructure that supports the current capability, and wider submarine operations, in preparation for future capability requires significant investment.
DIO Nuclear Infrastructure Directorate (NID) provides a mission aligned infrastructure service to CASD, providing major capital programme delivery, estates and infrastructure services to our Front-Line Commands and Agencies. The directorate is responsible for the delivery of the existing demand, the development of the next demand and the planning of future demands alongside our Royal Navy, Submarine Delivery Agency and Defence Nuclear Organisation sponsors.
The scope of the infrastructure delivery across HMNB Clyde comprises of multiple major programmes with a current annual spend of £350M expected to increase in the region of £600M-£750M in the coming years.
Programmes:
- Programme Euston (additional submarine out of water engineering capability), delivery of marine infrastructure, shoreside services and site utilities.
- Programme Integrated Weapons Complex (IWC) – delivery of facilities to maintain ammuntioning of submarines.
- Clyde Infrastructure Programme (CIP) – critical nuclear infrastructure asset replacements, accommodation and training facilities.
- Future berthing capability – Marine berthing and docking.
- Site-wide utilities programme – power distribution network, wastewater and effluent.
This position is advertised at 37 hours per week.
Job description
Though the work is in a highly regulated environment the management structure is such that there is considerable flexibility in the way that decisions are taken and the work is directed. There is a requirement for this post to interact with the numerous Stakeholders over which it has no control thus it requires considerable investment in communications, negotiations and influencing.
These posts will be responsible for the management of multiple NEC design and construction contracts, acting as the authority intelligent client and holding the supply chain to account for quality and value for money.

Leadership and Management
- Provide strategic advice and support to Programme Director and wider programme stakeholders where required.
- Deputise where required for Programme Director on programme matters
- Manage the team of blended civil servants and contractors to ensure optimal performance, and delivery of outputs
- Demonstrate a personal commitment to the civil service behaviours and DIO’s guiding principles.
- Provide leadership across your area of responsibility, and beyond, contribute to strategic development and challenges as part of the senior leadership team to ensure the business is effective, efficient and meets corporate objectives.

Programme and Project Delivery
Responsible for the delivery of defined outputs and outcomes. Ensure clarity of requirements and develop a realistic plan for delivery including meeting assurance and approval requirements. Deliver to agreed plans and control performance of cost, time and quality to deliver value for money, on time solution.

Person specification
Essential Experience:
- Programme/ Project Delivery
- Risk, issues and opportunity management; Strategic understanding of schedule changes, conflicts and risks to the portfolio performance cost and time envelope as well as operational deliverability.
- Schedule and cost analysis
- Budgeting, forecasting and cost management
- Supply chain management and commercial awareness
- Stakeholder and communication management;
- Educated to degree level in a relevant discipline (e.g. Engineering, Project Management) or able to demonstrate significant knowledge experience at a comparable level.
- Obtained or working towards one of the following: PRINCE2 Practitioner; Agile Project Management Practitioner; APM Project Management Qualification; PMI Project Management Professional; Leading and Managing Project Workstreams.
- Government Project Leadership Programme (obtained or willing to obtain within 18 months)
Desirable Experience:
- Government Project Delivery Accreditation - Practitioner
- Infrastructure/ Construction Programme/ Project Delivery
- New engineering contracts (NEC4)
- Knowledge and understanding of the government financial approvals process for large projects.
- Knowledge and experience of leading multi-million-pound programmes, ideally within infrastructure.
