Job description

DIO is the custodian for Estate Management and responsible for delivering Infrastructure works for the USVF including NATO funded programmes in the UK, under the terms of the 1973 UK & US Cost Sharing Arrangement and the 1951 NATO Status of Forces Agreement (SoFA). DIO On behalf of MoD is bound by those agreements and arrangements to deliver all infrastructure works including minor and intermediate projects as required by USVF, unless they elect to self-deliver discreet tasks. The DIO is mandated by the Secretary of State to provide the capability to undertake AWS projects at several locations both on the UK and USVF estate in support of the UK Armed Forces and their allies.

DIO RD USVF operate within a centralised Head Office at RAF Wyton and 2 regions East and West which span 6 major sites: RAF Lakenheath, RAF Mildenhall in the East Region, RAF Alconbury, RAF Croughton, RAF Fairford and RAF Menwith Hill in the West Region. This role has the potential to manage projects across all our sites.

We are excited to offer the opportunity for a NATO and self-delivery programme manager to join our professional team. The successful candidate will be a pro-active forward-thinking individual, able to represent DIO at all levels, working with stakeholders to provide direction, analysis, insight and challenge, liaising with project managers and UK NSIP delegations, along with USVF and NATO customer organisations.

Person specification

  • Ensuring effective & efficient management and reporting of the high-profile NATO programme, working with USVF project sponsors to lock down the requirements and timings for NATO bids, along with alternate funding sources.
  • Work with DIO project management staff to develop timescales, financial estimates and case submissions, updating the Command Infrastructure Development Plan (CIDP), and upload to the NATO Project tracking system.
  • Developing strong and positive relationships within the team and with USVF and NATO customers, supporting effective communications and delivery of the programme. Understand and act on customer and DIO priorities.
  • Act as the primary conduit between the NATO investment board and RD USVF Delivery. Provide support to the MPP NATO project manager as required.
  • Provide oversight of the programme of work self-delivered by the USVF within the traditional RD space (up to £10M). Liaise with delivery, stewardship and core service teams to ensure projects are adequately supported, and a clear route for acceptance is in place if appropriate.
  • Producing high quality and accurate reports covering the NATO programme with values, planned execution dates highlighting keys risks through the programme life cycle from inception through delivery to audit and project close out.
  • Identifying and developing efficiency and opportunities for improvement.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
