The Role

DIO Estates is seeking a highly motivated Senior Estate Surveyor to join the Specialist Teams – Overseas division, based in Gibraltar. This role offers a unique opportunity to live and work overseas while leading and managing all aspects of the estate surveying function of this exciting and well respected role.

Gibraltar, despite covering just 2.6 square miles hosts significant military infrastructure, including a naval base, airfield, communication facilities and an extensive network of tunnels within the Rock. This regionally significant permanent joint operating base provides an exceptionally varied and dynamic working environment.

As an essential component to British Forces Gibraltar, DIO Estates provides accurate, timely and specialist real estate advice in support of sovereign interests and military objectives. The role requires close coordination of all MOD estate activities, working alongside UK military personnel and liaising with the Government of Gibraltar.

Responsibilities include acting as custodian of historic transfer records, interpreting rights and reservations, safeguarding assets from adverse development, administering existing occupancy arrangements and leading on property transactions to support infrastructure enhancements and new capability delivery.

The Senior Estate Surveyor will lead a small team of three professional and technical staff co located in Gibraltar, with direct line management responsibility for an Estate Surveyor.

The tour length is 3 Years + up to 2 Years extension at Line Manager discretion.

This position is advertised at 37 hours per week.

Job description

Main Responsibilities

All Surveyor roles within Estates support the management a wide range of programmes and services alongside the provision of subject matter expert advice and communications with all key stakeholders.

The work is extremely varied and wide ranging, but key activities for this role will include:

  • Undertaking transfers of real estate to and from the Government of Gibraltar (via Lands Agreements/Memoranda)
  • Exercising rights for the provision and retention of services to MOD facilities
  • Administering a wide portfolio of licences and easements for use of MOD assets
  • Representing and safeguarding MOD interests as a gazetted member of the Gibraltar Planning and Development Commission
  • Providing expert guidance and support directly to senior members of HQ British Forces Gibraltar on estate related issues and risks
  • Delivering one-off projects and seeking to improve efficiency and effectiveness of the Estates team in Gibraltar, for example through implementation of a GIS data terrier record system.
  • Ensure the integrity and effective management of property data and information

In addition to base salary, the post attracts a comprehensive overseas package including travel, relocation support, rent and utility free accommodation, living and market skills allowances, (entitlements dependent on status), leisure and welfare facilities.

Location

The role is based in Gibraltar and the successful candidate will be expected to attend the office on a regular weekly basis for face-to-face meetings and collaboration. The role will involve regular travel to sites across the region.

There may be a requirement to travel back to the UK on an ad hoc basis, which will involve overnight stays. If travelling outside your base location for duty reasons, you will have access to flights, hire cars, rail tickets and overnight accommodation. You can also claim 45 pence per mile if a pool vehicle is not available and you have to use your own vehicle for business travel.

Travel will be required to carry out site visits where you may go on MOD Establishments, residential estates, building sites, agricultural land, training areas and firing ranges etc.

DIO Business Area – Estates

The Defence estate is one of the largest landholdings in the UK and covers an estimated 1.8% of the UK land mass (200,000+ ha). This is complemented by a significant UK Defence presence overseas.

Estates are the in-house real estate team within the DIO (part of the UK Ministry of Defence) supporting infrastructure needs across a high-profile Public Estate. We acquire, manage, safeguard, and dispose of Defence real estate. Our unique customer knowledge and insight of the Defence Estate enables our in-house team of property professionals to provide in-depth advice to our Military customers.

The Team

DIO Estates - Specialist Teams includes Chartered Surveyors, Registered Valuers and Safeguarding Officers who, between them, provide comprehensive land, estate and property management services to the Overseas Estate, Estate wide Valuation & Rating Services and Safeguarding of Defence assets and operational capabilities.

The Overseas Team provides the full range of DIO Estates services globally (across 50+ countries) including much of Europe, Cyprus and Gibraltar and further afield such as Kenya, Nepal and the US. The Overseas Team HQ is at RAF Wyton in Cambridgeshire, but also has staff located in 10 overseas offices providing the opportunity to live and work abroad, playing a hands-on role managing UK MOD interests held under Lease, Licence and Inter-Government Agreement, or delivering these from the UK, supplemented by periodic travel. An ability to cultivate local partnerships and an expeditionary approach in this team are a must.

Essential Experience:

Relevant, suitable experience and knowledge at an appropriate level in General Estate Management of a wide and varied portfolio, including:

  • Landlord and Tenant
  • Property Valuation
  • Rent and debt management
  • Estate utilisation and rationalisation
  • Property Transactions
  • Estate Liaison with Senior Government or Commercial Departments/Organisations
  • Property data and information management

Desirable Experience:

  • Working in a Defence environment
  • Working in an overseas environment
  • Good working knowledge of Microsoft Office

Licences

Essential Licences: A full driving licence - Post holders will be required to travel to the sites covered by the post on a regular basis and some sites are difficult/impossible to access via public transport.
