Job summary

Do you want to work for the Defence Infrastructure Organisation (DIO) and play a key role in keeping our country safe through caring for the Defence estate and those that depend on it? DIO manages the Defence estate, one of the UK’s largest and most diverse property portfolios, enabling the armed forces and Defence civilians to live, work, train and deploy.

No two days are the same as we support the United States Visiting Forces (USVF) in the UK. Our outputs include the delivery of works; developing and implementing DIO/US Civil Engineering joint policy and procedures and undertaking Estate Stewardship on behalf of the Secretary of State to ensure the estate is Safe and Legally compliant.

As a DIO Estate Facilities Manager, you will engage with US Service Clients, Contractors, and Service Providers to deliver quality improvements to the estate, and ensure the estate is maintained at the required standard.

This position is advertised at 37 hours per week.

Job description

Senior Estate Facilities Manager – Job Description

As a Senior Estate Facilities Manager within the Defence Infrastructure Organisation (DIO), you will play a pivotal role in engaging with US Service TLB (Top Level Budget Holders), Contractors, and Service Providers to drive quality delivery across the estate and ensure it is maintained to the required industry standards. You will act as a key interface between stakeholders, ensuring the estate is managed effectively and in alignment with both UK compliance standards and US Visiting Forces (USVF) requirements.

Key Responsibilities:

  • Additional Works Management: Oversee the day-to-day management of the USVF Top Level Budget (TLB) Core Work Programme, including the preparation, processing, and delivery of additional works services. Ensure all activities are planned, prioritised, and executed efficiently to meet operational needs.
  • Estate Compliance and Risk Management: Lead the facilities management of the estate, ensuring it remains compliant with UK regulations or demonstrates clear progress towards compliance. Utilise risk management tracking systems to monitor and address compliance gaps in collaboration with USVF, DIO Financial and Commercial teams, and a diverse range of stakeholders.
  • Stakeholder Engagement: Actively engage with internal and external stakeholders, including USVF, contractors, and subject matter experts (SMEs), to ensure estate infrastructure requirements are met. Provide regular updates on the progress of work activities and the condition of the estate, ensuring transparency and alignment with DIO and UK standards.
  • Contractor and Performance Management: Monitor contractor performance, reviewing progress and performance reports against agreed indicators. Identify areas for improvement and ensure that all works are delivered to specification, meeting defined requirements for quality, cost, and time (triple constraints).
  • Work Oversight and Quality Assurance: Participate in and oversee billable works to ensure they are delivered to the required standards. Lead work progress meetings, manage risks, and ensure UK Host Nation requirements are met for the stewardship of the estate. Develop and present business cases for scrutiny and approval to utilise UK Host Nation and USVF funds effectively.
  • Team Leadership and Staff Management: Provide leadership and management to internal staff, ensuring they deliver outputs in a timely and effective manner. Foster a supportive working environment, prioritising staff wellbeing in line with DIO policies. Encourage professional development and ensure team members feel valued and empowered.
  • Values and Integrity: Conduct all activities with authenticity, integrity, and professionalism, consistently demonstrating DIO values. Act as a role model for ethical behaviour and a commitment to delivering high-quality outcomes.

Additional Responsibilities:

  • Collaborate with financial and commercial teams to ensure effective budget management and value for money in all estate-related activities.
  • Support the development and implementation of innovative solutions to improve estate management processes and outcomes.
  • Ensure compliance with UK Host Nation stewardship obligations, maintaining a high standard of accountability and transparency.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
