About the Role

We are seeking a senior leader to become our Director of Housing & Regeneration, driving forward a key agenda for the Liverpool City Region Combined Authority that will shape the future of the Liverpool City Region.

As Director, you will provide strategic leadership across our Housing, Regeneration and Planning functions. You will be accountable for developing our housing pipeline, overseeing delivery of housing programmes, directing the Housing Investment Fund, and leading the Combined Authority’s housing and planning policy agenda. This includes major responsibility for the City Region’s housing retrofit ambitions and the delivery of high‑quality, affordable, accessible homes that support our goals.

Working with internal and external stakeholders, and in partnership with local authorities, Homes England, MHCLG, Registered Providers and private‑sector partners, you will play a pivotal role in shaping and delivering transformational housing and regeneration outcomes for our 1.6 million residents.

About the person

This is an ideal opportunity for a highly motivated senior leader with a strong track record in housing, regeneration and the delivery of complex, high‑value programmes. You will bring significant experience leading major housing, regeneration or infrastructure initiatives within a regulated sector, along with the commercial and investment expertise required to shape robust business cases, manage multimillion‑pound budgets and grow a housing investment pipeline.

You will have extensive knowledge of the UK housing sector, including its regulatory and funding frameworks, and be adept at leading multidisciplinary teams, external advisors and strategic partners to deliver meaningful outcomes. You will also be confident in working with government departments, regulators and sector organisations, using your knowledge, skills and experience to secure support and advise senior political and organisational leaders.

You will be a strategic leader who directs a high‑performing, innovative and collaborative directorate. Above all, you will be driven by a commitment to improving the lives of the 1.6 million residents across the Liverpool City Region by embodying the CA’s organisational values of LCR First, Action Focus and Respect.

  1. 1) Significant experience in the development and delivery of complex, large infrastructure projects in a regulated industry, ideally in housing and regeneration or a related sector
