We are recruiting an Energy Efficiency Officer at Caerphilly County Borough Council.

Working hours: 37 hours (7.24 Monday – Friday)
Contract Type: Full time, Fixed term until 31st March 2027
Location: Ty Penallta/ Working hours can be split between home and office depending on specific task requirements.

Team: Private Sector Housing

We are seeking an enthusiastic Energy Efficiency Officer to support the delivery of critical energy‑related work, including MEES compliance and the continual rollout of Energy Crisis Grants.

The post plays a key role in assisting vulnerable households, reducing fuel poverty, and securing external funding opportunities. You will contribute directly to major council priorities, including the Local Housing Strategy, the Private Sector Housing Renewal & Adaptations Policy, the Corporate Plan, and the Net Zero Carbon 2050 Strategy.

This fixed‑term role offers the opportunity to make a meaningful difference within our communities.

For the role, we ask that you have:

  • A relevant Level 5 qualification on the Credit and Qualifications Framework for Wales.
  • A Level 3 Certificate in Domestic Energy Assessment and a member of an approved accreditation scheme.
  • Experience in undertaking Domestic Energy Assessment surveys and producing an Energy Performance Certificate.
  • A Full UK Category B (Cars) driving licence and the use of a motor vehicle insured for business / work purposes to travel within and outside the borough to undertake site visits, visit grant applicants, attend Court and other related meetings.
