Job summary

The MHCLG Building Insights Division leads the department’s work to gain a deeper understanding of the country’s buildings. The Division manages The Energy Performance of Buildings (England and Wales) Regulations 2012. These Regulations include a requirement for Energy Performance Certificates (EPCs) to be provided whenever a property is newly constructed or marketed for sale or lease, Display Energy Certificates (DECs), and Air Conditioning Inspection Reports (ACIRs). The Energy Performance of Buildings (EPB) team is responsible for overseeing the delivery of energy certificates, working with external organisations who are responsible for quality, training and standards. The team work closely with the EPC Register team who run the gov.uk digital service for EPC and assist people to understand the actions they can take to improve the energy efficiency of their homes.

We’re currently driving major reforms to the EPB regime and finalising changes that will reshape how the industry operates. In 2026, the new Home Energy Model will be introduced —the biggest methodology update in over a decade.

This is a rare chance to help deliver one of the most significant changes to building energy performance in years. The role provides a mix of policy and operational delivery work and provides an opportunity to gain and exercise delivery and policy skills as well as external stakeholder management.

Job description

As the Energy Performance Policy & Delivery Support Officer you will:
  • Support relationships with organisations involved in Energy Performance Certificates (EPCs), including accreditation bodies, energy assessors and software providers.
  • Support the management of contracts that help deliver the EPC regime, including work on auditing assessor schemes, developing guidance and validating EPC software.
  • Coordinate and draft responses to correspondence and enquiries (including from ministers, Parliament, industry and the public) on technical and policy issues, meeting agreed deadlines.
  • Support work to improve how EPCs are produced and used, strengthening their accuracy, consistency and public confidence.
  • Contribute to the design and delivery of wider EPC reforms, including developing policy proposals, producing guidance/products and supporting the sector to implement changes.
  • Support wider team priorities, such as helping to develop policy, preparing updates for governance boards, supporting parliamentary work, and drafting briefings and submissions.

Person specification

  • Manage and prioritise a varied workload, delivering accurate work to agreed deadlines.
  • Build effective working relationships with a range of stakeholders and contribute to achieving shared outcomes.
  • Draft clear written outputs for different audiences, including briefings and presentations.
  • Support contract management and use finance processes (for example forecasting, purchasing and procurement) in line with organisational requirements.
  • Communicate information clearly and appropriately, adapting style and level of detail for different audiences.
  • Work collaboratively and contribute to an inclusive team environment.

There is a 250-word limit per question.

  • the assessor won’t be reading your answers sequentially
  • do not assume that the same assessors will have read all of your answers
  • if talking about something in your first answer, make sure that you write the second answer as if you had not written the first (and so on!)

Most of our campaigns utilise multiple assessors and so it is possible that each of your answers would be viewed by different assessors.
