Folkestone & Hythe District Council is looking for a Contract Monitoring Officer (Communal & Projects) to join our Waste Services team on a two‑year fixed‑term basis. This is a varied and rewarding role that plays a key part in improving recycling capture and service quality at communal and multiple‑occupancy properties across the district.
You will work closely with landlords, managing agents, residents, contractors and internal council teams to ensure waste and recycling services at communal properties are effective, compliant and continuously improving.
Your work will directly contribute to environmental outcomes by helping residents recycle more, reducing contamination, and ensuring services operate efficiently and fairly.
As our Contract Monitoring Officer (Communal & Projects), you will be responsible for:
- Supporting delivery of the East Kent Waste Contract at communal and multiple‑occupancy properties
- Working with landlords, managing agents and contractors to ensure effective waste and recycling provision
- Managing the provision, installation and recovery of costs for communal waste and recycling containers
- Inspecting sites, monitoring performance and driving service improvements
- Using performance data to improve recycling capture and address service failures
- Providing advice and educational materials to residents on recycling and waste services
- Handling service enquiries and complaints in line with Council policy
- Managing small projects and working with internal teams to support continuous improvement
About you
You will be organised, confident and comfortable working independently, while also thriving as part of a collaborative team. You’ll have excellent communication skills and a practical, common‑sense approach to problem solving.
We have a hybrid working approach with an expectation that you will work from the Waste Services’ team office in Dover at least one day per week.

Salary range
- £38,704 - £43,785 per year
