About the role
As External Engagement Manager, Wales you will lead the delivery of our communications and voter engagement work across Wales. Your work will directly shape public understanding of democracy and ensure our stakeholders (from young voters to elected representatives) receive accurate, accessible information about how elections are run in Wales.
This is a strategic and hands-on role with significant visibility. You will:
- Manage and deliver integrated communications and engagement activity in Wales, across campaigns, press, digital and voter engagement.
- Act as the Commission’s authoritative voice on external communications for Wales, advising colleagues on opportunities, devolved matters, and risks.
- Lead the public awareness programme for Welsh electoral events, ensuring all campaign materials are produced bilingually in English and Welsh.
- Strengthen our partnerships with schools, youth groups, government bodies, civil society organisations and under-registered communities.
- Oversee key voter engagement projects—such as youth voice initiatives and research programmes—ensuring work is delivered to Commission standards.
- Contribute to the strategic leadership of the Wales office as part of the management team.
This role is part of the expansion of the Wales team, creating greater capacity and resilience and supporting the growing demand for devolved engagement work.

Who we’re looking for
You’ll thrive in this role if you are a confident communicator, proactive relationship builder, and passionate about democratic engagement in Wales.
We’re looking for someone with:
- Substantial experience of partnership-based working with external stakeholders
- Experience of working with young people or developing educational or voter focused materials
- Strong project management and planning skills
- Excellent written and verbal communication skills
- The ability to build credible relationships with parliamentarians, ministers, political stakeholders, the media, and civil society partners
- Experience leading communications or public affairs work
- Strong knowledge of political systems and structures in Wales (desirable)
- Welsh language skills (desirable)

Salary range
- £52,420 - £55,041 per year
