
Garrison SHEF Advisor
Job summary
As the Blandford Garrison Safety, Health, Environment and Fire (SHEF) Advisor, you will be responsible for the Health and Safety systems and implementation of Health and Safety (H&S) Legislation within the Garrison, including lodger units. You will be the principal advisor to the Blandford Garrison Commander on all legal H&S matters and their responsibilities as the Head of Establishment. You will investigate all H&S incidents and dangerous occurrences. You will manage and deliver a rolling SHEF audit programme across the Garrison and prepare for and host external MOD and other audits. You will be managed by the Garrison Quartermaster.
Blandford Garrison Support Unit sits within The Defence School of Communications and Information Systems (DSCIS) under the Defence College of Technical Training (DCTT), which is responsible for delivering all technical training across Defence to meet the operational demands of the Royal Navy, British Army and Royal Air Force.

This position is advertised at 37 hours per week Monday to Friday. Due to the nature of the role, remote/flexible working will not be possible for the majority of this time, due to it being a customer facing role. You will line manage 1 x EO and have LM+1 responsibilities for a further six civil servants.
Job description
Key duties include (but are not limited to):
- Manage SHEF throughout the Garrison, advise Senior Management, Line Managers, Unit Safety Advisors, Fire Safety Officers and Safety Representatives on all matters in respect of SHEF as appropriate, including aspects of proposed new projects working within practices and the introduction of new equipment. Advise Garrison Units on SHEF management. Conduct advanced risk assessments and attend higher formation and local SHEF meetings where required.
- Investigate all major incidents and dangerous occurrences on site involving Blandford Garrison personnel, contractors and visitors using the MySafety process.
- Maintain currency with all SHEF legislation and update and advise the Garrison Commander (as Head of Establishment) and Garrison Units on change where necessary.
- Responsible for a rolling SHEF audit programme for all units located within the confines of Blandford Garrison. Analyse audit results and produce and maintain a retrospective action plan to address all issues identified. This plan is to identify responsible personnel and include specific target completion dates. This includes providing an escort for visiting HSE Auditors and other safety organisations.
- Instruct SHEF training and Workplace Induction Packages to Garrison personnel as required. Plan and instruct a SHEF training programme for both military and civilian personnel in Blandford Garrison. This is to include Building Custodian (Fire) & Safety Risk Management training as well as any other training deemed suitable by higher command.
- Act as Line Manager for one member of staff. Act as LM+1 for a further six civil servants.
Person specification
We would expect to see previous experience in the Health and Safety field, preferably working within a large organisation, or the ability to learn on the job at pace. It is highly desirable for candidates to also have experience within the delivery of fire safety services.
You will need to be self-motivated and flexible with a keen attention to detail. You will have excellent verbal and written communication skills, be IT proficient and willing to undertake additional post-specific training if not already held (NEBOSH General, NEBOSH Fire, Dangerous Substances and Explosive Atmospheres, Radiation Safety).
