Job summary
We are looking for a Regulatory Scientist to join the Genetic Technologies Regulatory function within the Agricultural Growth, Trade and Technology Division at Defra.
This role supports delivery of the UK’s regulatory framework for genetically modified organisms (GMOs) and precision bred organisms (PBOs), including implementation of the UK’s Precision Breeding Regulations that became operational in November 2025. The postholder will help ensure applications are processed effectively, regulatory processes are clear and proportionate, and the regulatory framework supports innovation and economic growth while maintaining strong environmental and biosafety protections.
Engineering Biology is a priority growth sector for the UK. This role sits at the intersection of science and policy, providing technical expertise to inform regulatory decisions, support cross-Whitehall policy objectives and contribute to the UK’s international biosafety commitments.

Job description
The Genetic Technology Regulation team supports the deliberate release and marketing of novel GMO and PBO products, ensuring Defra plays its role in enabling innovation while safeguarding environmental and human health. The team provides scientific expertise to support regulatory delivery, policy development and implementation in a technically complex and evolving area.
What’s the role?
The successful candidate will support delivery of Defra’s precision breeding regulatory function. This will include:
- Processing and managing applications for the release and marketing of precision bred organisms (PBOs), including coordinating assessment processes and liaising with the Advisory Committee on Releases to the Environment (ACRE).
- Providing scientific and regulatory advice to inform decision-making across the GMO and PBO regimes.
- Contributing to the development, drafting and continuous improvement of regulatory processes and guidance, ensuring they are effective for internal teams and external applicants.
- Monitoring the broader regulatory and innovation landscape to identify emerging risks and opportunities, providing timely analysis to support policy development.
- Supporting cross-Whitehall collaboration on policy areas linked to innovation, growth and science.
- Preparing high-quality briefing and analysis for senior officials and Ministers, translating complex scientific and regulatory issues into clear advice.
- Engaging with stakeholders across government, regulators, industry and academia, and occasionally representing Defra at technical meetings or conferences.
- Contributing to implementation of the UK’s international biosafety obligations and supporting preparation for multilateral discussions where required.
The role requires strong scientific judgement, the ability to manage competing priorities, and confidence working in a delivery-focused regulatory environment.

Person specification
Our successful candidate will have:
- A degree in a relevant discipline (e.g. biology, genetics, plant or animal science) or equivalent scientific experience.
- Experience working in a regulatory, industry or research setting.
- Experience of developing or improving regulatory or operational processes.
- Ability to understand the wider strategic context and contribute to cross-Whitehall policy objectives, particularly those linked to innovation and economic growth.
- Knowledge of regulatory frameworks relating to GMOs and/or PBOs across the development lifecycle.
- Strong communication skills, with the ability to explain complex scientific issues clearly and concisely to non-specialist audiences.
- Ability to manage competing priorities and deliver high-quality outputs to deadline.

Our online test supplier will be performing scheduled maintenance between 4 p.m. and 7 p.m. on 19th April 2026. You will be unable to access tests during this period.
If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.

Location
As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).

Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
