Greater Lincolnshire Combined County Authority is seeking an experienced and strategic leader to join as Head of Planning, Housing and Infrastructure.

About the role
As a senior leader reporting into the Authority’s Senior Leadership Team, you will provide professional and strategic leadership across planning policy, housing strategy and delivery and infrastructure investment. You will play a central role in translating the Mayor’s and Combined Authority’s economic and spatial ambitions into deliverable plans, programmes and investment propositions.
Working collaboratively with constituent authorities, public sector partners, developers and government, you will help unlock growth that is ambitious and well‑planned ensuring real benefits for residents and businesses across Greater Lincolnshire.
Key responsibilities
You will:
- Lead the development and delivery of the Combined Authority’s housing, planning and infrastructure priorities, aligned with economic growth and regeneration objectives.
- Oversee strategic planning policy, including the Spatial Development Strategy, working closely with local planning authorities.
- Provide leadership on housing strategy, placemaking and regeneration, supporting partners to accelerate delivery and improve quality.
- Shape and secure investment in strategic infrastructure, including energy and water management solutions, to unlock housing and employment growth.
- Build and maintain strong partnerships across the public and private sectors.
- Provide expert advice to the Mayor and senior leaders, and represent GLCCA at regional and national forums.
- Lead and develop a multidisciplinary professional team, embedding best practice and innovation.
- Secure external funding and ensure value for money across programmes and budgets.
About you
You will be a credible and confident senior leader with:
- Substantial experience in planning, housing, infrastructure or regeneration, operating at a strategic level.
- A strong understanding of the planning and housing legislative and policy framework.
- Proven experience of delivering complex programmes, securing investment and working in partnership across organisational boundaries.
- Excellent leadership, influencing and communication skills, with the ability to operate effectively in a political and partnership environment.
- A commitment to public service and to improving outcomes for communities.
Experience of working within a Combined Authority, devolved or mayoral context is desirable.

Location and travel
The role will be based on-site in Lincoln, with occasional travel across Greater Lincolnshire and to partner locations.
