Salary: £75,000p.a.

Hours: 35 hours per week

Are you ready to shape the future of transport in one of London’s most ambitious boroughs? We’re looking for a dynamic and innovative Group Transport Planning Manager to lead the delivery of our transport strategy, drive forward behavioural change, and represent Be First in strategic discussions with Councillors, TfL, developers, and local communities. This is a high-impact leadership role, overseeing a talented team of around 10 professionals and guiding key programmes including our TfL LIPs delivery, active travel initiatives, and transport development management.

Be First is a pioneering urban regeneration company wholly owned by, but operating independently of, the London Borough of Barking and Dagenham (LBBD). Its mission is to accelerate growth and capitalise on the borough’s position as London’s hottest investment and development opportunity.

We are a developer and property consultancy and provide planning and other statutory functions for LBBD. We also work with commercial partners who share our core values of delivering high quality development which benefits local people. The financial return that we generate is reinvested back into providing key council services.

Our Statutory Services teams are award-winning and have an exciting programme of sustainable infrastructure, urban design and transport schemes planned over the next 10 years. This role reports directly to the Head of Statutory Planning and Building Control.

BACKGROUND

KEY RESPONSIBILITIES

Key responsibilities for the role will be (but are not limited to):

This is a significant management role which requires the following key personal qualities:

  • To take a lead in providing high quality planning services to external and internal customers and stakeholders, meeting evolving delivery priorities, issues and challenges to agreed standards defined in the service offer.

The role covers the following portfolio of work:

  • Strategy Development
    • Borough Transport Plan
    • Cycling and Walking Strategy
    • Sustainable transport improvements
    • Electric vehicle charging
    • Corridor and area plans
    • Development related transport strategies and plans
  • Programme delivery
    • Manage and oversee the TfL funded LIPs Programme including development and delivery of active and sustainable transport projects.
    • Other priority programmes as required including electric vehicle charging infrastructure and S106 funded schemes.
    • Securing, managing and claiming TFL Portal Allocations in line with TLF guidance. Managing Be First TFL Revenue Finance Codes, LBBD Finance Capital Codes, and all associated accountability and monitoring in line with Council Finance and Procurement Rules.
    • Manage the interface between key construction partners.
    • Identify, bid and secure additional funding to support the Boroughs Manifesto Pledges, Mayors Transport Strategy and Be First Regeneration ambitions.
  • Behaviour Change
    • Development of School Streets including engagement with stakeholders
    • Manage cycle training and other supporting activities
    • Introduction of multi modal travel hubs
    • Undertake activities that promote an increase in the use of healthy travel options
    • Extension of 20mph areas in line with outcomes of borough wide consultation
  • Transport Development Management
    • Responsible for overseeing the TDM team ensuring the requirements of Council’s Service Level Agreement (SLA) and key KPIs are met. Key points include:
      • Provide clear timely professional advice and transport reports on the impacts and mitigations of new developments
      • Analyse and assess Developer Transport Assessments
      • Negotiate and recommend appropriate s106 and other highway agreements (such as S38 and S278)with the Be First Development Management team
      • Maximise and monitor income generation for Highway Agreements
      • Overall, ensure that all new development complies with local, regional and national planning and transport policies; that there is no adverse safety or traffic impacts resulting from new development
      • Monitor compliance with planning agreements and Travel Plans
      • Deliver development related projects including car club bays
