Job summary
The role of the GUARDIAN Programme Support Officer (PSO) is to provide programme management expertise to the Senior Responsible Owner (SRO), Programme Director and Programme Manager (PgM). Programme GUARDIAN is a system that links radars and radios of the UK and NATO to communicate between the ground and aircraft.
In support of the GUARDIAN Programme you will produce and manage the required reports, governance and programme artefacts to ensure compliance with Managing Successful Programmes (MSP). You will be working alongside a diverse team consisting of Civil Servants, military colleagues and contractors’ teams to achieve positive outcomes.
This position is advertised at 37 hours per week.
Job description
As described in the Government Project Delivery Capability Framework the core tasks are:
PDCF 8 Risk & Issue Management. You will generate and manage the Pg Risk and Dependency Registers, hold internal reviews and lead quarterly Pg Risk Working Groups.
PDCF 5Scheduling. You will create, develop, and manage the Integrated Master Schedule to: maintain an accurate record of the identified Level 1 milestones; liaise with stakeholder and delivering partners to manage the record of forecast completion dates; maintain an accurate record of the intra-programme dependencies.
PDCF 11Governance. You will collate programme management information and coordinate stakeholder returns to enable the production of regular Programme Reports, Board Meetings and Working Groups. You will also provide vital secretarial support to major programme governance meetings at senior level.
PDCF 13Stakeholder engagement. You will have a close working relationship with a wide range of internal and external stakeholders, including senior leadership. Create, develop and maintain the Stakeholder Profiles, to ensure membership information for Pg Boards and Working Groups is kept current and engaged as necessary.
PDCF 14Assurance. You will be responsible for the coordination of programme assurance activities, including Gate Reviews and Government Functional Standard GovS 002 compliance.
PDCF 7 Budgeting & Cost Management. You will review programme budget and forecast information understanding the context in which they are presented, liaising with the PgM, finance representatives and delivery partner.
Head C2SD manages Project Delivery staff on a flexible basis to ensure programmes have the talent required to deliver outputs and maximise opportunities in support of skills development and wider career pathways. The successful candidate may be reassigned flexibly within the portfolio as priorities change and programmes begin and end.
Person specification
Essential Skills and Experience
Although not necessarily a Project Delivery SME on appointment you will need sound analytical skills and be able to produce well-articulated and well-presented document drafts. You will also have good numeracy skills and be computer literate.
We are looking for an individual who is proactive, motivated and possesses the ability to problem-solve in a fast-paced environment.
Desirable Skills and Experience
You will be comfortable working autonomously and taking decisions within rules, policy and guidance. However, you will have a support network of senior personnel and more experienced personnel to assist where required.
You will provide authoritative advice to senior officers and guidance to subordinates, including exercise of professional judgement.
Desirable Qualifications
Candidates will hold or have the willingness to work towards one or more of the following:
- Experience of working within a Managing Successful Programmes (MSP) framework and/or equipment programme is particularly desirable.
- APM Project Management Qualification (PMQ)
- Prince 2 Practitioner
- Agile Project Management Practitioner
- Management of Successful Programmes (MSP)
- Or equivalent qualifications

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
