Job summary

The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Successful applicants will join the Civil Service Pension Scheme.

Please note that the mission of IBCA means that it is likely to be fully operational for a period of approximately up to 5 years, after which IBCA will become a smaller residual service. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

The Head of Communications shapes, leads, designs and implements the communications strategy for IBCA as part of our leadership team, while also growing and developing our team.

The Head of Communications shapes, leads, designs and implements the communications strategy for IBCA as part of our leadership team, while also growing and developing our team.
Building trust and transparency with the infected blood community is essential, which means how we communicate is as important as what we communicate.
The post-holder is responsible for the organisation's strategic narrative, external and internal communications and awareness campaigns, leading a team and overseeing a significant programme budget. They will sit at the heart of IBCA's leadership, supporting the Director in advising the Chief Executive and Board, working closely across the public sector and ensuring communications actively supports operational delivery.

Overseeing a significant programme budget.
Advising the Chief Executive and Board and supporting the Director.
Ensuring communications actively supports operational delivery.
There is an expectation that the successful candidate will need to undertake some travel as part of this role.

Person specification

Essential Criteria:

  • Experience of leading communications in a public sector and/or regulatory environment at a senior level.
  • Proven experience leading and developing a high-performing communications team, including recruitment, talent development and building capability aligned to organisational needs.
  • Ability to design and deliver strategic communications in a complex, sensitive or high-scrutiny environment, with demonstrable impact on public trust and audience understanding.
  • Experience developing and owning a strategic narrative across internal and external channels, including advising and briefing senior leaders.
  • Strong track record of stakeholder engagement, including working across government, with arm's-length bodies, and/or with communities who may have low trust in institutions.
  • Excellent judgement in balancing communications priorities with operational realities and political sensitivity.

Desired Criteria:

  • Experience managing budgets, procurement and agency relationships, including phased spend planning
  • Senior qualifications in communication and/or engagement expertise
  • Membership of a communications body.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.

Technical skills

We'll assess you against these technical skills during the selection process:

  • Leading a major communications campaign from strategy to delivery
  • Developing a creative campaign concept and collaborating with external agencies and suppliers

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Ability, Experience and Technical skills.

As part of your application you will be required to provide a CV setting out your career history and qualifications highlighting specific responsibilities and achievements that are relevant for this role.

You will also be required to provide a Statement of Suitability (750 words max.)
