Job Description

Overview

The London Borough of Harrow is seeking an experienced leader to take on the pivotal role of Corporate Health, Safety and Wellbeing Manager, placing people, prevention and wellbeing at the centre of everything we do. This is a senior, high-profile leadership position with strategic responsibility for setting direction, providing assurance, and embedding a strong culture of health, safety, and wellbeing across the Council. Reporting at a corporate level, the postholder will lead the development and delivery of a comprehensive Health, Safety and Wellbeing Strategy, ensuring compliance with statutory requirements while seamlessly integrating health and safety into service delivery, decision-making and organisational planning.

Working closely with senior leaders, managers, partners and stakeholders, you will provide authoritative leadership on complex health and safety matters, oversee incident investigations and Occupational Health provision, and advise the Chief Executive, Corporate Boards and elected Members. Alongside this, you will champion the Council’s wellbeing agenda, driving initiatives that improve workforce engagement, resilience and long‑term performance, while maintaining strong governance, budgetary control and value for money. As a visible and credible leader, you will inspire confidence, influence behaviours, and promote an inclusive, positive safety culture aligned with Harrow’s values, representing the Council locally and nationally. About You

If the following sounds like you, we would be very interested to hear from you:

  • You are a Chartered Member of the Institution of Occupational Safety and Health (CMIOSH) or working towards chartered status.
  • You bring solid experience in health and safety management, assurance and auditing within a complex organisation.
  • You are confident in preparing high‑quality reports and presenting clearly and credibly to Boards, Committees or senior stakeholders.
  • You have a proven ability to build and maintain effective working relationships across business areas and with external partners.
  • You are educated to degree level in Occupational Health and Safety (or hold a National Diploma or equivalent) supported by relevant professional experience.
