We take a holistic view of maritime skills, from seafarers and port workers to the UK’s renowned shipping support services in finance, legal and insurance. Working closely with the Maritime and Coastguard Agency, Whitehall departments and industry bodies in the UK and globally, you will help deliver policy that responds to advances in technology, new fuels and automation, while benefiting from tailored learning and development opportunities.

Job description
As Head of Maritime Skills, Careers & Diversity Policy, you will hold responsibility for delivering all areas of policy across this portfolio. You will provide line management to a Senior Executive Officer (SEO) and oversee shared SEO resource across the division, requiring exceptional organisation, prioritisation and decision-making skills to ensure maximum impact from limited resource.
This is a high-profile role requiring you to see the bigger picture — aligning sector skills policy with wider government objectives, labour market needs and long-term industry transformation.
Your responsibilities will include, but aren’t limited to:
- Lead on all aspects of policy development and delivery for the maritime skills, diversity and careers portfolio, a high-profile policy area attracting substantial ministerial and stakeholder interest.
- Lead on the drafting of the skills, diversity and careers element of government publications from their inception through to publication, including managing stakeholder engagement and testing out new policy approaches.
- Build and maintain the Department’s relationship with a wide range of stakeholders across Whitehall, trade bodies, private sector companies, academia, research councils, international delegations and trade unions. Progress the positive aspects of these relationships and common ground but also manage the complexities and differing opinions with a solution based collaborative approach.

Person specification
Required experience:
To be successful in this role you will need to have the following experience:
- Proven ability to manage and work with a wide range of stakeholders at all levels of seniority and experience, demonstrating credibility and effective personal relationship building. This will include the ability to maintain and build on strong long-standing relationships whilst also being able to deliver constructive challenge to stakeholders where views differ. Experience of identifying when a stakeholder relationship is no longer delivering the required outcomes and what to do to improve it.
- Experience of working on policy or projects which promote and support inclusion, diversity and equality outcomes across the whole of society.
- Ability to handle multiple workstreams simultaneously whilst keeping Ministers, senior officials and stakeholders informed at the appropriate stage.
- Experience of drafting briefings and reports.
Additional Information
Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 35 hours per week.
The Division is based across multiple office locations. Some travel to meet face to face with team members, stakeholders and attend events will be required, with sufficient notice given to enable this to happen within any reasonable adjustments required. Some industry events will take place outside of standard working hours including evenings, for which appropriate time in lieu will be offered and accommodation where required.
