Job summary
This is an exciting opportunity to lead HM Land Registry’s nationally recognised Land Registration Academy (LRA) - a multi-award-winning technical training function at the heart of building the skills, confidence and professional capability needed to deliver a world-class land registration service.
Reporting to the Head of Service Delivery for Workforce Planning and the Land Registration Academy, you will shape the next chapter of the Academy’s development - setting the strategic direction for operational technical training, modernising how learning is designed and delivered, and ensuring colleagues across HM Land Registry have the expertise to deliver consistently high-quality outcomes for customers.
You will work with senior leaders, Organisation and Employee Development partners, operational colleagues and expert technicians to connect training directly to organisational priorities, operational demand, professional standards and changing future capability needs.
Building on a strong record of national recognition including Royal recognition through the Princess Royal Training Award 2025, professional accreditation and innovation in learning and development - you will lead a talented & committed, geographically dispersed Academy team to take an already successful function to the next level.

Job description
Leadership and Vision
- Lead the Land Registration Academy as Service Delivery’s national technical training function, setting a clear vision and strategic direction for the design, planning and delivery of high-quality land registration training across HM Land Registry.
- Partner with Organisation and Employee Development to connect Service Delivery technical training with organisational learning strategy, professional standards, learning technology, data and evaluation.
- Act as a senior ambassador for the Academy, championing its vision, standards, people and outcomes, and embedding a culture of learning, professionalism and continuous improvement.
- Inspire, motivate and develop colleagues to deliver high standards within an inclusive, professional and collaborative working environment.
Learning Design and Training
- Modernise training design and maintain delivery so provision meets current and future operational, statutory and departmental requirements, with robust assurance and professional standards
- Lead large-scale training needs analysis, curriculum design and learning prioritisation, ensuring interventions are evidence-led, targeted and aligned to current and future capability requirements.
- Strengthen the Academy team’s resilience, skills and expertise so capacity is focused on frontline delivery demands and improved customer outcomes.
Management and Operations
- Lead and be accountable for the delivery of land registration skills across Service Delivery, using clear measures to balance performance, quality, learner outcomes and organisational impact.
- Lead Technical Development Leads as Service Delivery business partners, providing second-line management for Technical Development Managers and SEO trainers while identifying talent, developing current and future capability.
- Establish the foundations for service-wide skills assessment, using evidence to inform workforce planning, targeted interventions and improved operational performance.
Engagement and communication
- Collaborate with Organisation and Employee Development partners, Service Delivery leaders and senior technicians to deliver shared outcomes and improve learner and service impact.
- Lead senior colleagues through complex discussions, constructively challenge where needed, expose and resolve points of difference, and enable decisions that support progress and delivery.
- Work with the Head of Operational Development to maximise the impact of the Academy’s expertise and support development beyond formal qualification pathways.
- Influence wider workforce strategy by making technical skills requirements clear, transparent and connected to strategic change programmes, supporting effective decision-making
- Develop effective two-way communication with Service Delivery leaders, Academy colleagues, HR and OED, Practice and Trade Union teams to clarify roles, build confidence and optimise its contribution to customer outcomes.
Person specification
To be successful in this role you will have the below experience:
- Experience of setting strategic direction for training or professional capability development, ensuring learning provision meets current and future operational needs
- Experience & understanding of leading learning in an operational or statutory/regulatory environment, with the ability to partner & translate this into effective learning design, learning solutions, guidance, and capability development.
- Able to shape and instil a strong culture of collaboration, learning and continuous improvement, promoting high standards in training and supporting the organisation’s values.
- Experience of exercising judgement and making evidence-based decisions on complex and sensitive people matters relating to learning priorities, capability, service needs and organisational impact.
- Experience of leading and delivering results through others, engaging and influencing senior stakeholders to build capability, secure buy-in for learning priorities, and drive continuous improvement in training.
- Experience of working with and influencing a wide range of stakeholders, including senior leaders, subject matter experts and operational colleagues, to develop and deliver a strategically aligned training offering.
- Ability to analyse performance, learning and service data to make evidence-based and pragmatic decisions, identify capability gaps, and improve the effectiveness and impact of training.
Due to the nature of the role regular travel to other HM Land Registry offices will be required, including some overnight stays.
Please note, due to the nature of the role and the significant leadership duties you will be required to work a minimum of 30 hours per week in this post.
