On the 14 January 2026, the Secretary of State and the Chancellor, formally agreed and announced Northern Powerhouse Rail (NPR) as a high profile £45 billion programme to drive economic growth in the North by delivering new routes and major upgrades to rail links across the Pennines, North West and Yorkshire. The programme is priority commitment for the Department and this Government. The NPR Programme will see significant improvements made to the rail network over three phases improving connectivity to key cities in the north of England, including Liverpool, Warrington, Manchester, Leeds, Sheffield and York. Job description

The postholder will lead an enthusiastic team of project-management professionals who work closely with Network Rail and HS2 Ltd to deliver best-in-class project management and integration. This includes overseeing all governance, budget management, risk management, ensuring that we embed lessons learned from other projects and programmes and managing the business support function. On the integration side, the role involves sponsorship of the NPR Integration Authority, to build a baseline and manage decision making and dependencies accordingly.

Your responsibilities will include, but aren’t limited to:

1. Lead the PMO and Integration team.
2. Lead the NPR programme through all audit and scrutiny activity.
3. Lead on all governance for the programme.
4. Oversee effective management of risks and embedding lessons learned.
5. Oversee the budget for the programme.
6. Ensure dependencies are well managed.
7. Sponsor all NPR integration work.
8. Drive continuous improvement in all processes.
9. Being an active and enthusiastic senior leader.

Person specification

Qualifications:

1. Project management qualifications are essential for this role. The post holder will need to have achieved APM Project Management Qualification (PMQ) practitioner status or a similar Project Management qualification.

You will be required to provide evidence that you hold any essential qualifications at some point during the recruitment process. If you cannot provide evidence, your application will be withdrawn.

Required experience:
To be successful in this role you will need to have the following experience:

1. Programme or project management at a senior/leadership level
2. Leading and motivating teams
3. Delivering against challenging deadlines
4. Budget management
5. Delivering in a major project (GMPP) or rail role

Additional Information

The successful candidate must either hold or be willing to work towards the Government Project Delivery Accreditation once in role

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

Regular travel to other offices will be required, which may involve overnight stays.
