Job description
We are recruiting a new Head of Post-16 Education. This is a very high performing team, currently comprising four team members organised across two branches: further education, higher education. Additionally, the central spending control branch (two members) will work jointly to you and the pre-16 G6. You will need to provide superb leadership to manage and motivate your team to deliver stretching objectives. You will also act alongside your fellow grade 6 and the team’s deputy director as part of the SMT that leads the entire Education and Skills team.
This is an exciting time to join the team. You will play a pivotal role in working across HM Treasury and with DfE to help implement the recent Spending Review settlement, and to prepare for and help deliver Spending Review 27 due to take place next year. You will build networks across HMT as well as develop positive relationships with DfE to find common positions and broker agreements. You will have regular exposure to senior officials, ministers and their political advisors and need to influence them in pursuit of your objectives.

The key responsibilities of the post-holder will be:
1) Leading the post-16 education unit. You will oversee government’s spending on further and higher education, as well as management of the student loan book. You will need to provide superb leadership to manage and motivate your team to deliver stretching objectives through a period of change. You will also act alongside your fellow grade 6 and the team’s deputy director as part of the SMT that leads the entire Education and Skills team.
2) Leading policy development across post-16 education. You will work closely with the Department for Education, and HMT Labour Markets division and Economic Growth Unit to develop post-16 education and skills policy in support of the Industrial Strategy and growth agenda. This is an area of significant interest to the Chancellor and her team, and the current postholder has spent a substantial portion of their time developing new policy thinking on areas ranging from the financial sustainability of the Higher Education sector, to improving the technical skills pipeline in Further Education. This will include preparations for the next spending review.
3) Influencing Government and external counterparts to advance the Treasury’s objectives, including delivery of the Post-16 Education and Skills White Paper (published in October). You will need to develop trusted and influential relationships with a wide range of internal and external stakeholders.
4) Providing Treasury ministers with compelling advice. You will need to find creative, deliverable solutions to some of the most complex challenges currently facing the Government. You will be able to work with analysts and policy officials to bring together a broad range of quantitative and qualitative evidence to formulate your advice.

Eligibility Statement
