Job summary
This is an exciting time to join Homes England, the government’s housing and regeneration agency, at a pivotal moment for housing delivery. Government has placed housing at the heart of its agenda, with a mission to deliver more high‑quality homes across the country.
To help achieve this, government has committed £16bn of capital to be invested and managed through Homes England’s Investment Directorate via the National Housing Bank (NHB)—including £5.5bn for a new guarantees programme. The Guarantees Team exists to attract new and additional institutional capital into housing and to create scalable platforms that channel capital into delivering quality homes in well-designed places.
As Head of Product Development & Guarantees, you will lead the origination and design of scalable, impactful financial products that overcome barriers to investment and unlock delivery at pace. You will empower internal stakeholders to co‑create compelling propositions and work market‑facing to ensure products are grounded in real‑world need and capable of mobilising capital at scale.

You will be joining a nascent, high‑impact guarantees team at a time when the sector needs innovation. This role offers genuine scope to shape the future of housing investment—designing products that correct market failures, crowd in private capital, and support the government’s vision for more homes and stronger places.
What you’ll do:
- Originate and develop innovative, scalable financial product ideas—focused on guarantees and related mechanisms—to unlock stalled or complex projects.
- Lead product strategy from ideation to operational readiness, ensuring coherence with NHB mandate, risk appetite, and delivery pathways.
- Engage the market (investors, lenders, developers, local partners) to validate need, structure solutions, and secure adoption.
- Align stakeholders across policy, legal, risk, operations, finance, and delivery teams to shape products that are robust, investable, and ready to scale.
- Build business cases and product documentation that articulate impact, value for money, and risk management.
- Champion outcomes: accelerate delivery of high‑quality homes, support regeneration, and enable long‑term place-making.
Person specification
We’re looking for creative, market‑savvy product leaders with strong knowledge of the residential market and a track record of designing financial instruments or market interventions that enable delivery at scale.
Essential experience:
- Deep understanding of the UK residential and/or regeneration finance ecosystem (e.g., lenders, institutional investors, developers, housing associations, local authorities).
- Proven experience in product development (finance, guarantees, credit enhancement, or related structured solutions) from concept through to delivery.
- Strong market engagement capability—listening to the market, translating need into product design, and building adoption through trusted relationships.
- Demonstrable stakeholder leadership, influencing across complex organisations and multi‑disciplinary teams.
- Ability to balance policy intent, commerciality, risk, and deliverability—producing solutions that are impactful and operationally sound.
- Experience shaping investment/credit frameworks, metrics, and controls to support scalable deployment.
Desirable:
- Background in guarantees, project finance, housing finance, infrastructure investment, capital markets, or public‑private investment platforms.
- Experience working within or alongside arm’s‑length bodies, government, or regulated institutions.
