Job summary
We have an exciting opportunity for a Head of Project Delivery Centre of Excellence & Profession to join our central team and play a pivotal role in strengthening project delivery capability across Parliament.Job description
You will lead the establishment and continuous improvement of Parliament’s project delivery profession and Centre of Excellence. You will develop and embed frameworks, standards, guidance and toolkits aligned with government and industry best practice, while driving initiatives that enhance capability across the organisation.
A key focus of the role is building the professional community for project delivery. You will design and deliver capability-building programmes including training, professional development, knowledge-sharing and career pathways. Working closely with PMOs and project teams, you will help forecast resource and capability needs, support workforce planning and coordinate cross-Parliament resourcing activities.
You will also create and lead communities of practice, organise forums and thought-leadership events, and build strong networks across the public sector and industry. Acting as a senior advisor on project leadership and professional development, you will support Senior Responsible Owners and sponsors to strengthen strategic leadership capability.
This role is offered on a hybrid working basis, with an expectation of you spending 40% of your time in the office.

Person specification
- A professional qualification in portfolio / programme / project management or leadership OR a Membership of a professional body.
- A strong track record of driving capability, learning, and professional development and experience of project delivery and the establishment of professional functions.
- Exceptional interpersonal and networking skills and a track record of building inclusive and diverse stakeholder relationships.
- The ability to facilitate senior-level group discussions and experience of developing and presenting project delivery standards.
- Ability to think strategically, anticipating and managing high-level risks and uncertainties.
