Job summary
The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.
IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
As the Head of Strategic Planning & Performance, you will serve as a critical leadership link between strategic intent and operational delivery within the IBCA. Working directly under the Deputy Director, you will lead the core business functions that allow the authority to operate efficiently, transparently, and at pace. Your primary mission is to build and oversee the corporate infrastructure—including business planning, risk management and performance —required to support the IBCA’s evolving lifecycle.
Job description
This role offers a unique opportunity to help lead an organisation through a significant period of growth and transformation. You will be responsible for translating the Deputy Director’s strategic vision into actionable corporate plans. You will sit at the heart of the Strategy and Governance Directorate, ensuring that as the IBCA scales up, its internal processes, governance structures, and resource management remain robust and resilient.
You will act as a key advisor to senior leadership, providing the data and insights necessary for evidence-based decision-making. You will manage corporate risk frameworks and ensure that the IBCA meets all legal, financial, and regulatory obligations. Your leadership will be instrumental in fostering a culture of continuous improvement, ensuring that the organisation remains agile enough to pivot between phases of expansion and stabilisation while maintaining a relentless focus on the community we serve.
Responsibilities
- Corporate Planning: Lead the development and monitoring of IBCA’s annual business plans, ensuring all workstreams are aligned with the strategic goal of rapid payment delivery.
- Performance Reporting: Develop and oversee key performance indicators (KPIs) to track organisational health and delivery progress, providing high-quality briefings for senior leadership.
- Risk Management: Design and oversee the organisation’s corporate risk register, identifying potential threats to delivery and implementing effective mitigation strategies across the directorate.
- Operational Leadership: Manage the day-to-day business management functions, including the coordination of professional support services and internal reporting cycles for the Board and Executive Committee.
- Change Management: Support the Deputy Director in navigating the organisation through transition phases (expansion to steady-state), ensuring operational stability and staff morale are maintained.
- Stakeholder Engagement: Build influential relationships with internal leads and external partners to ensure business management activities are integrated and support wider organisational goals.
Person specification
- Strategic Thinking & Delivery: Proven experience in a Strategic Planning & Performance role, with a track record of translating high-level strategy into successful operational business plans within a complex environment.
- Risk Expertise: Deep understanding of risk management methodologies, ideally within a public sector or arms-length body context.
- Leadership & People Management: Exceptional leadership skills with experience in building high-performing teams, fostering an inclusive culture, and managing performance during periods of rapid change.
- Communication & Influence: The ability to communicate complex information clearly to senior stakeholders (SCS level) and external partners, maintaining credibility and trust under high-pressure conditions.
- Analytical Insight: Strong competency in using data and evidence to drive improvements, solve complex problems, and inform corporate decision-making.
- Resilience & Adaptability: A proven ability to remain calm and focused in an ambiguous, fast-paced environment, with the flexibility to adapt to changing organisational priorities.
Additional information:
A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
