Job summary
The Test, Learn and Grow (TLG) and Behavioural Insights Unit will be a new, multidisciplinary unit jointly delivered by the Department for Education (DfE) and the Cabinet Office to accelerate innovation across the education system. The new team will sit in DfE’s Delivery Unit which is responsible for monitoring delivery on SoS top priorities, running projects to identify and solve delivery problems and central coordination for the Opportunity Mission and mission ways of working, of which Test & Learn is a key and growing priority.
Over 18 months, the unit will design, deliver and scale high impact Test & Learn projects across priority areas, including Cabinet Office “accelerator” projects, DfE place-based missions as part of the Schools White Paper’s “Call to Action” to the sector, and other departmental innovation priorities. Alongside delivery, the team will act as a centre of expertise for behavioural science and test and learn methods, build capability across the department, and develop a sustainable long-term model for embedding innovation in policy and operational practice.
The Head of the TLG and Behavioural Insights Unit will provide strategic leadership, direction and professional oversight for the unit of 15 FTE. We are looking for an interim Head of Unit to kick start the work of the team and set the initial vision and direction for the unit, including leading strategic prioritisation, finalising the staffing structure, establishing the culture and operating model of the team and ensuring high-quality delivery of existing end-to-end projects. The role involves close partnership with Cabinet Office, ministers, policy teams, local authorities, and delivery partners such as the Education Policy Innovation Centre (EPIC).
Job description
As Head of the Test, Learn and Grow and Behavioural Insights Unit, you will:
- Provide overall strategic leadership and vision.
- Provide overall leadership for the new TLG Satellite Team, setting the vision and priorities for the team; leading strategic planning and prioritisation; and managing resourcing across a fast moving portfolio.
- Shape the short- and long-term direction of TLG within DfE, ensuring alignment with CO Accelerators and DfE priorities (eg the Call to Action, NE/Coastal missions) and wider public service reform priorities.
- Portfolio ownership and delivery oversight.
- Co-lead a joint DfE-Cabinet Office portfolio of Test & Learn projects, providing visible leadership, driving consistent delivery, championing methodological rigour and ensuring user centred design principles and behavioural science insights are embedded throughout.
- Team leadership, people and culture.
- Build, lead and motivate a new multi-disciplinary team bringing together analysts, service designers, user researchers, and product/strategy specialists as well as leading DfE’s behavioural insights function.
- Develop the unit’s identity and foster an inclusive, collaborative, supportive and high-performing culture.
- Building capability and growing TLG across DfE.
- Lead a “Grow” strategy for DfE, with the support of the Cabinet Office, working with policy and delivery teams to embed Test & Learn approaches into DfE’s policymaking, including through training, tools, frameworks, thought leadership and case studies.
- Ensuring teams identify opportunities to scale and replicate emerging learning from TLG projects to grow the evidence base.
- Stakeholder engagement, cross government leadership and governance.
- Manage and strengthen key relationships across DfE, Cabinet Office, EPIC, other government departments, local authorities and external partners.
- Provide confident, high-quality advice to ministers, senior officials and interdepartmental governance boards.
- Oversee TLG governance and reporting arrangements, providing clarity over accountability, performance and delivery risk across the joint DfE/CO model.
Person specification
Essential criteria:
- Demonstrated ability to set the overall strategic direction for a team across a complex portfolio of projects: making strategic trade-offs to prioritise the highest-impact work and delivering through others to a consistently high standard at pace and under uncertainty.
- Ability to lead inclusively as an outstanding team manager, developing a high-performing team culture with clearly defined and tracked objectives and goals, while maintaining a commitment to inclusion and psychological safety, and ensuring diverse voices feed into strategic decisions and project design.
- Ability to build and maintain relationships with senior stakeholders across departments, agencies, local authorities and external organisations, constructively challenging established practices where necessary and influencing at the highest levels to drive change and achieve shared goals.
- Expertise in Test & Learn, behavioural insights or evidence based methods (such as experimentation, prototyping, evaluation, behavioural insights, or related fields such as service design, qualitative research or user research).
- Experience leading multi-disciplinary teams and applying agile, iterative or user-centred approaches to oversee high-quality end-to-end delivery of projects without losing rigour, pace and clarity of outcomes.
Desirable Criteria:
- Experience working directly with local authorities, schools, MATs or other place-based delivery partners.
- Experience embedding innovation methods or culture change within a large organisation.
- Experience managing partnerships involving paid for support, consultancy, or mixed central/local teams.
Desirable criteria will only be assessed at interview in the event of a tie break situation to make an informed decision.

The interview will be a 2-part process:
Part 1: Prepare and deliver a short presentation (approx. 5 minutes) to the panel. Please be prepared to answer follow up questions on the presentation. Terms and conditions of candidates transferring from ALBs and NDPBs

Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance.
