The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Communications, Finance, People, Portfolio and Project Delivery, Private Office, Security, Estates and Information.

The HOPS Health, Safety and Fire Management (FM) Team provides professional health and safety policy, guidance, advice, expertise, and support to Home Office staff based in the UK and Europe. The risk profile of Home Office buildings means we are looking for someone who has the ability to think innovatively and test the normal understanding of risk and compliance.

Job description

The Property Project Manager role supports the Home Office Property Services (HOPS) Health, Safety and Fire (HSF) Team by delivering property health and safety advice across the Home Office estate.

You will report to a G7 Health and Safety Technical Lead, and contribute to ensuring legal statutory compliance with H&S legislation, providing technical input to project teams and facility managers by supporting the assessment of facilities management and construction project documentation.

You will act as a subject matter expert in health and safety and have a strong technical understanding, attention to detail, and the ability to work collaboratively with stakeholders across a varied property portfolio. You will support operational effectiveness through expert advice, guidance, and oversight of compliance, legislation, and property-related risk.

The role will involve advising and influencing FM teams, project leads, and a range of internal stakeholders across pan-Home office to embed H&S best practice, meet legal obligations and implement safe processes.

You will also work closely with FM and project delivery teams, engaging with suppliers where necessary, to ensure statutory CDM and H&S responsibilities are understood and met.

You may also be part of project groups or members of communities of practice within and external to the Department.

Responsibilities

Duties include but are not limited to:

  • Providing expert health and safety guidance and advice to facilities management teams and project leads including translating complex regulatory and compliance issues into accessible guidance.
  • Triaging property and project related queries, answering non-complex technical questions and seeking advice on complex or highly technical questions from senior technical leads in order to provide specialist feedback.
  • Supporting project delivery and FM contract oversight from a health and safety perspective providing specialist input and review.
  • Interpreting test results, statutory compliance certificates and schedules, risk assessments and audit findings, to provide clear insights to operational and strategic teams.

Working pattern

Due to the business requirements of this role, it is only available on a full-time basis.

Travel

There will be a requirement to travel frequently to a range of different locations over a large geographic area to fulfil the role successfully and effectively. Some overnight stays may be required. As not all Home Office locations are easily accessed via public transport holding a valid UK driving licence is preferable.

Please note candidates will be expected to hold or be working towards, or willing to work towards, Chartered Membership of IOSH.

Essential criteria

You must be able to demonstrate:

  • A strong understanding and operational application of building-related health, safety and fire legislation and statutory compliance; including relevant legislation and British Standards, such as Constructions Design and Management regulations 2015 (CDM 2015), Building Safety Act 2022, Control of Asbestos Regulations 2012, Electricity at Work Regulations 1989, Lifting Operations and Lifting Equipment Regulations 1998 (LOLER), Control of Substances Hazardous to Health Regulations 2002 (COSHH)/ Approved Code of Practice (ACoP) L8 and British Standard BS55000/BS55001.
  • The ability to prioritise tasks effectively in order of risk, manage a fast-paced workload and meet stringent deadlines.
  • The ability to prepare reports and make well-reasoned recommendations.
  • The ability to exercise good judgement, analyse situations and factor in awareness of external drivers such as the estates and health and safety strategy, and customer requirements.
  • The ability to mitigate between different agendas and keep health and safety statutory compliance at the forefront of building design and use.

Desirable criteria

  • Proficient in the use of IT systems, including Microsoft Word and Excel, with the ability to analyse data and present information clearly.

Qualifications

Minimum level 3 NEBOSH General Certificate or equivalent.

2. Sift – 15th July 2026.

The sift will be held on the Personal Statement, CV, and the lead Behaviour Making Effective Decisions.

Should a high volume of applications be received, an initial sift will be conducted on the Personal Statement. Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted (CV and lead Behaviour). Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.

3. Interview – 5th August 2026.

If you are successful at sift stage, you will be invited to an interview that will be Behaviours (as listed in the job advert) based questions. All Behaviours listed in the selection process will be scored at the interview.

The interview will take place via MS Teams.
