Job summary

This position is responsible for Health, Safety and Sustainability matters across the Defence Academy UK. It will work closely with the key stakeholders such as the Defence Infrastructure Organisation. Other Key stakeholders and net workers include all Defence Academy UK elements, Lodger Units, DACI / PFI contracted parties on development, compliance, enforcement and monitoring.

The Health, Safety and Sustainability Adviser also ensures the site is operating in a compliant manner to all MOD policy including Joint Service Publications 375, HMG legislation and enforcement measures as well as developing new initiatives and policies to improve sustainability at the Defence Academy.

This position is advertised at 37 hours per week.

Job description

Undertake line management, mentoring tasks for 1 direct report.

Undertake learning and self development and upskilling as required.

Working as part of the Station Safety Team to develop and manage the Functional Safety Management Plan (FSMP) and Action Plan, and any other relevant Station Management Plans , updating and revising as necessary in line with MOD and national policy.

Advice the Head of Establishment and line managers (at all levels), in conjunction with relevant specialists, on Health, Safety and Sustainability requirements. This must include establishing a culture of awareness and reporting, with continuous evaluation of practices, procedures and facilities to ensure risk is As Low As Reasonably Practicable (ALARP) and law adhered to.

Investigate accidents and dangerous occurrences, producing written comments and/or reports, where applicable, identifying root causes in order that lessons can be identified, and improvements made.

Conduct audits to monitor for compliance across the site, recommending solutions to issues, improvement opportunities or new prevention measures.

Managing the Station accident reporting programme, prepare Health,Safety and Environment Forms and action RIDDOR and report accidents as directed by the SHSA.

Deliver on-the-job training in matters of health, safety and sustainability, including promoting initiatives and continuous improvement. Conduct training and presentations for health, safety and sustainability matters and accident prevention and near-miss reporting.

Engaging and working in partnership with strategic partners such as SERCO / ESS / CU and others in the provision of a safe environment.

Bring to the attention of the Head of Establishment and safety staff, new safety information and legislation or sustainability initiatives as it becomes available for consideration before disseminating to the wider audience. The information should be conveyed using media methods available in an easy to read and attention catching format.

Facilitate, and where appropriate chair the Safety and Sustainability Working Groups, reporting into the Safety Steering Group. Report on health, safety and sustainability awareness, issues and statistics.

Carry out any other duties as directed by line management appropriate to grade and discipline.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours and Experience.

This recruitment process will consist of two parts:

1. A written application containing your experience (a CV ) and three Behaviours drawn from the Civil Service Success Profiles.

2. If your written application is successful, you will be invited to a face-to-face interview where you will be tested against five Behaviours (the three from your Application, plus two more).

3. Behaviours – these will be assessed individually with a 250-word statement per behaviour. The application form will indicate which behaviour is being assessed each time you provide a statement, and we are ideally looking for an example using the STAR method below.

4. It is recommended that you focus on one example for each behaviour to allow you to provide enough detail in your answer. We would also advise you to use examples that best meet the criteria, even if they are a few years old. Please use the STAR (Situation, Task, Action, Result) approach when providing your Behaviour examples:

Situation – Briefly describe the background of the situation in which you found yourself.
Task – What you were required to do/chose to do.
Action – What actions you undertook to achieve the tasks. Make sure to use “I”, not “we” to explain how your actions led to results.
Result – Use facts and evidence to demonstrate the results that your actions produced. Explain whether it was a successful outcome, and if not, what you learned from the experience.
