Job summary

The Role: This is a stretching and high-profile role with the opportunity to have a significant personal impact on higher education in England. You would be the sponsor for the Office for Students, the HE regulator, at a critical time, taking on the role at a point at which the regulator is undergoing a significant and exciting period of change. You would lead our overall work programme to maintain and enhance the quality of the higher education system – which is at the heart of sustaining our world-leading system. And you would have ownership of our overall programme of work to overhaul and update HE regulation, flowing from last year's White Paper.

You will: ​

  • Lead the delivery of critical workstreams, ensuring decisions are evidence-based and analytically rigorous.​
  • Lead engagement of the division internally and externally with a range of critical and high-profile partners, developing and maintaining key relationships.​
  • Lead and support your teams to develop awareness of, and responses to wider political, societal and cultural factors influencing the higher education sector.​
  • Develop and maintain a high performing and outward looking division with a strong focus on wellbeing, continuous learning and development, and mutual support.​
  • Play a key role as a senior civil servant in the Department for Education, taking on wider corporate leadership responsibilities.

Job description

This is a stretching and high-profile role spanning a wide range of senior leadership skills including policy, strategy, delivery, and relationship management. Your responsibilities would include:​

  1. Sponsorship of the Office for Students (OfS) (acting as deputy senior sponsor), including leading the relationship between the Department and the OfS at very senior levels, oversight of the OfS's delivery and financial performance, public appointments, statutory regulations, Ministerial guidance to the OfS, and other statutory obligations as sponsor.​
  2. Oversight of how the regulatory system is delivering against Ministerial objectives, and consideration of how it needs to adapt to deliver key Government priorities as set out in the post 16 Education and Skills White Paper last year. This includes a number of areas of high Ministerial and No 10 interest including reforms to improve the quality of higher education and to strengthen the contribution of the HE sector to the skills agenda. ​
  3. Strategy and policy in relation to quality and regulation in higher education, including measuring and raising quality, academic integrity (grade inflation, contract cheating). The White Paper set out an ambitious agenda to rethink the government's approach to quality and standards in HE and you would be responsible for driving this forward.​
  4. Oversight of the department's overall programme of future legislative change to improve quality and standards and to strengthen the contribution of the HE sector to growth. The White Paper set out a range of legislative changes to ensure future regulation of the higher education sector remains effective - you would lead our overall strategic approach to reforming regulation of HE. ​
  5. Overseeing HE governance, including in relation to degree awarding powers/ university title, new providers, and health and safety.​
  6. Delivering high quality briefing and parliamentary business responsibility for your portfolio of work.​
  7. Leading a high-performing, multi-disciplinary team of c. 20 staff across multiple sites.​

Person specification

This is a highly stretching senior leadership role requiring a mix of policy, strategy, corporate leadership and stakeholder management skills. We are looking for:

Essential Criteria:

  • Aoutstanding strategic thinker with the policy skills to weigh up complex and contested policy issues with rigour and clarity of thought, and to make robust, evidence-based decisions.​
  • An inspiring leader who can set a compelling vision and build support for it and motivate teams of people within and external to their organization and outside their direct line management chain to deliver.​
  • An effective communicator who can present complex information clearly and concisely to different audiences, with the ability to broker and negotiate compromises with senior stakeholders and ministers and make an impact at the highest level in the department and externally.​
  • The ability to build trusted and effective relationships with senior stakeholders, including relationships at CEO, Board, Ministerial and Permanent Secretary level, demonstrating resilience and the ability to challenge where needed.​
  • Able to work at pace in fast moving environments, with a strong delivery mindset and a proven ability to deliver good outcomes in a demanding environment. ​

Desirable Criteria:​

  • Knowledge of the Higher Education sector, particularly the regulatory system, would be helpful but is not essential.​

Desirable criteria will only be assessed at interview in the event of a tie break situation to make an informed decision.

Applicants currently holding a permanent post in the Civil Service should note that, if successful, their salary on appointment would be determined by the Department’s transfer / promotion policies.

As a member of the DfE, you will be entitled to join the highly competitive Civil Service Pension Scheme, which many experts agree is one of the most generous in the UK.

You will have 25 days leave, increasing by 1 day every year to a maximum of 30 days after five years’ service. In addition, all staff receive the King’s Birthday privilege holiday and 8 days’ bank and public holidays.

We offer flexible working arrangements, such as job sharing, term-time working, flexi-time and compressed hours.

Most DfE employees will be working a hybrid pattern, spending at least 60% of their time in an office or work setting. Changes to these working arrangements are available in exceptional circumstances, but must be agreed with the line manager and in line with the requirements of the role.

Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.

Stage 2: Interview

Shortlisted candidates will be asked to take part in a staff engagement exercise.

Formal panel interviews will be held starting from Mid May and we are currently planning to hold these in person in either our Sheffield or London offices.

You will be asked to prepare a presentation for the interview (further information will be shared with shortlisted candidates) and you will be asked questions to further assess your Experience and Strengths using the Civil Service Strengths Dictionary. ​

Strengths are a way for Hiring Managers to understand what motivates you and what you enjoy doing, which helps the panel to understand your areas of strength. Evidence shows that people do better work when a job aligns well with what they enjoy and find motivating. Terms and conditions of candidates transferring from ALBs and NDPBs

Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum.

Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual.

Bodies that are accredited by the Civil Service Commission and do have Civil Service status will be treated as OGD transfers. Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.
