Job summary

Border Security Command works to disrupt and dismantle organised immigration crime, including organised criminal gangs. We reduce illicit goods and irregular migration and deliver detection and interception at the border. We safeguard people exploited through trafficking and smuggling and help build public confidence in the UK’s border security.

The Joint Maritime Security Centre (JMSC) is a multi-agency, military-civil organisation hosted by the Home Office that acts as the UK government’s centre of excellence for maritime security. Its mission is to increase awareness and understanding of maritime security threats and enable cross-government coordination to deliver a whole-system response to mitigate them.

The JMSC offers government departments and agencies a central point of UK maritime expertise and understanding to assist policy and decision making. The JMSC works internationally - with states and with key international organisations - to support information sharing, relationship development and capacity building efforts.

The JMSC is mandated to provide Maritime Domain Awareness & Understanding, Operational Coordination & Coherence, Strategic Maritime Threat Assessment, Support to Sanction Regimes, International Engagement & Liaison, and Strategy & Transformation.

Job description

You will report to and take direction from their respective Senior Intelligence Analyst. You will collate and consolidate sanctions-related data and analysis, from across the national and international intelligence communities, at all levels of security classification, to deliver comprehensive understanding related to global maritime shadow fleet activity.

The focus for the Sanctions Team is set by HM Government’s strategic and operational priorities. This work is at the cutting-edge of delivering rigorous assessment in support of decision-making at all levels, as well as satisfying part of the JMSC’s maritime security mandate. It offers a challenging opportunity to join a collaborative and dynamic intelligence assessment community of interest, which directly sustains national security policy and operational planning.

As the potential first point of contact for emerging maritime events you will be expected to apply sound judgement and escalate issues to senior leaders to enable an effective and timely response.

Key Responsibilities:

  • Researching and drafting high-quality, threat assessments and presentations to satisfy standing and ad hoc intelligence requirements.
  • Building a deep, evidence‑based understanding of sanctions‑related maritime activity, including the behaviours, enablers, and risk vectors associated with Russia‑linked shipping and wider evasion networks.
  • Maintaining and strengthening enduring linkages with national and international intelligence, policy, and operational counterparts to support a coherent UK understanding of Russia‑related sanctions activity and evasion methodologies.
  • Taking responsibility for engaging with stakeholders, delivering outcomes and resolving issues.
  • Providing high quality, succinct, timely and accurate, advice and briefings.
  • Providing strong support to their Senior Intelligence Analyst regarding a specific area of analytical responsibility, including day to day and urgent, high profile or sensitive issues.
  • Understanding, articulating, and helping drive forward JMSC Assessment output, and in turn, supporting wider business to deliver the JMSC Mandate.
  • Maintaining an overview of issues affecting wider JMSC Assessment activity so your sanctions analysis and research feed effectively into related workstreams.

Working Pattern

This role is suitable for part-time working hours, with a minimum requirement to work 30 hours per week.

Training

Mandatory training will need to be completed for the role.

Travel

Occasional travel will be required to partner locations across the UK, or in some limited cases travel to overseas. Overnight stays may be necessary on occasion.

Essential Criteria

  • Developed Vetting (DV) clearance required.
  • Apply analytical skills independently to complex work, selecting appropriate methods, exercising sound judgement, and meeting standards and deadlines with an element of supervision.
  • Understand how your analysis contributes to wider UK sanctions objectives, strengthening organisational decision‑making and improving the collective picture of sanctions‑evasion and associated maritime risk.
  • Build and maintain strong domestic and international stakeholder relationships, supporting coherent understanding across intelligence, policy and operational partners.
  • Use creative and critical thinking to produce high‑quality assessments, applying structured analytical techniques and clearly articulating how key judgements have been reached.
  • Communicate complex matters clearly and concisely, presenting your reasoning visually, verbally and in writing to support high‑quality briefing and decision‑making.

Desirable Criteria

  • Completion of Professional Head of Intelligence Assessment's (PHIA) new analyst training (or its predecessors) or equivalent.
  • An ability to routinely review effort and outputs, taking the initiative to appropriately challenge and suggest improvements.

2. Sift – 23 July 2026

The sift will be held on the Personal Statement, CV and Behaviour Managing a Quality Service, as listed in the advert.

Should a high volume of applications be received, an initial sift will be conducted on the Personal Statement. Candidates who pass the initial sift will then be progressed to a full sift which will consist of all the remaining elements submitted (CV and Behaviour. Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.

3. Interview – 13 August 2026

If you are successful at sift stage, you will be invited to an interview that which will be Behaviours (as listed in the job advert) and Strength based questions.
