Highways Delivery Permit Officer


At Northumberland County Council, we are committed to keeping our communities moving safely and efficiently. We are looking for a Highways Delivery Permit Officer to join our Highways team and play a key role in coordinating street works activity across the county.

This is an exciting opportunity to be at the heart of delivering vital infrastructure works – balancing the needs of contractors, stakeholders and the travelling public to minimise disruption and keep Northumberland connected.


About the role

As a Highways Delivery Permit Officer, you will:

  • Coordinate and process street works permit applications in line with legislation and council policy
  • Work closely with internal teams, contractors and external partners to ensure efficient delivery
  • Input, analyse and manage data within specialist Streetworks systems
  • Support the delivery of traffic management arrangements, including road closures and temporary orders
  • Attend coordination meetings and site visits where required
  • Respond to enquiries and complaints, providing clear advice and guidance

This is a fast-paced and varied role requiring strong organisational skills, attention to detail, and the ability to manage competing priorities.


We’re looking for someone who is:

  • Experienced in Streetworks permitting, highways operations or traffic management
  • Knowledgeable in relevant legislation such as the Traffic Management Act 2004 and NRSWA 1991
  • Highly organised with strong problem-solving and decision-making skills
  • Confident working with data and IT systems (including specialist Streetworks systems)
  • An effective communicator with the ability to build strong relationships across teams and stakeholders
  • Able to manage their own workload and work independently

A full UK driving licence and flexibility to attend site visits is essential.
