Pendle Borough Council is seeking a dynamic and experienced Housing Needs Manager to lead our dedicated team in delivering innovative, person-centred housing solutions. This is a pivotal role in shaping the future of housing support across our borough.
Key Responsibilities
- Lead and manage the Housing Needs team, ensuring effective delivery of homelessness prevention, housing advice, and temporary accommodation services.
- Develop and implement strategic plans to reduce homelessness and improve housing outcomes.
- Ensure compliance with statutory duties under the Homelessness Reduction Act and other relevant legislation.
- Build strong partnerships with internal departments, housing providers, and voluntary sector organisations.
- Monitor performance, manage budgets, and drive service improvements.
- Champion a culture of customer focus, innovation, and continuous improvement.
We’re looking for someone who has:
- Proven experience in housing options, homelessness prevention, or related services.
- Strong leadership and team management skills.
- In-depth knowledge of housing legislation and policy.
- Excellent communication, negotiation, and stakeholder engagement abilities.
- A strategic mindset with a commitment to delivering positive outcomes for residents.
Pendle is in Lancashire’s scenic Pennines, close to the Yorkshire Dales, Lake District, and Manchester.
We offer:
- Flexible working, including no set core hours, up to 2 flexi days per month, and compressed hours
- Up to 31 days annual leave
- Flexible contracts require 2–3 days in the office each week (more if needed), so you should live within commuting distance of Nelson, Lancashire

Salary range
- £39,862 - £42,839 per year
