Job Description

Overview

The London Borough of Harrow is looking for a Housing Systems and Data Manager to lead the Housing Systems and Data team, ensuring the effective operation, development and optimisation of housing management systems and the accuracy and integrity of all housing data. This role is central to driving continuous improvement in system functionality, data quality and reporting capability, enabling the Housing division to deliver efficient services and make informed strategic decisions.

The postholder is responsible for managing the team, providing clear direction, setting objectives, monitoring performance and offering professional leadership and support. Together, the team oversees the full lifecycle of housing systems, including system administration, data management, data security, system upgrades and the implementation of new modules. They act as the primary point of contact for change requests, ensuring that systems evolve in line with operational needs and corporate priorities.

The role also encompasses responsibility for user access, user profiles, customer support and the delivery of training to ensure that staff are confident and capable system users. Within the team, specialist expertise supports key areas such as communications and workflow design, asset management, repairs and maintenance, rents and financial processes, leasehold and service charge functions and the production of management reports.

Working collaboratively with colleagues across Housing, as well as with IT, the Business Intelligence Unit, Finance, suppliers and external consultants, the Housing Systems and Data Manager ensures that systems and data underpin excellent service delivery and strengthen organisational performance.


About You

The successful candidate will have:

  • Good IT skills and familiarity with common systems (Microsoft Office suite, document management, database systems).
  • Significant experience of using housing systems (Civica Cx or others)
  • Experience in project management.
  • Experience of delivering user support and training.
  • Excellent communication skills, in different formats and for different audiences.
  • Ability to manage multiple tasks and deadlines, work independently, and prioritise under pressure.
  • Experience of line management and motivating a team.
  • High attention to detail, confidentiality, professionalism, and integrity.
