
Housing Transformation Project Manager
Job Description
OverviewThe London Borough of Harrow is seeking a highly motivated and experienced professional to take on the pivotal role of Housing Transformation Project Manager within the Housing & Regeneration Directorate.
This critical position is responsible for supporting the development and delivery of Harrow’s Housing Transformation Programme, driving service improvements and cultural change to meet the division’s vision, strategic aims, and regulatory requirements. You will play a key role in planning, coordinating, and delivering projects that enhance compliance, improve customer experience, and embed innovation across housing services.
A core focus of the role is ensuring alignment with regulatory standards, including those set by the Regulator of Social Housing, the Building Safety Regulator, and the Housing Ombudsman Service. You will research and implement best practices, champion digital innovation, and work collaboratively with internal teams, residents, and external partners to deliver measurable outcomes. The successful candidate will demonstrate strong project management expertise, excellent analytical and communication skills, and the ability to influence and engage stakeholders at all levels.
This position is offered as a fixed-term contract or secondment for a period of 2 years.About You
The successful candidate will have:
- Educated to degree level or equivalent, or substantial relevant work experience.
- Knowledge of the regulatory and statutory requirements that apply to social housing providers.
- Experience in strategic reviews, continuous improvement, benchmarking, and project management within a complex organisation.
- Proven ability to manage projects on time and within budget, delivering significant organisational and service improvements.
- Experience of delivering service improvements and evidencing outcomes in a regulatory, governance, or assurance-based environment.
- Strong analytical skills with experience in Knowledge Information Management, including data analysis and reporting.
- Proficiency in Microsoft applications, systems, and other business tools.
- Ability to build and maintain effective working relationships across all levels of the organisation and with external partners.
- Excellent written and verbal communication skills, including the ability to persuade, influence, negotiate, and present complex information clearly.
This post will require occasional travel for business purposes.

- £46,563 - £50,691 per year
