Job description
Join the Maritime and Coastguard Agency (MCA) in promoting maritime safety, preventing pollution, and protecting lives at sea. As part of UK Technical Maritime Services, Inspection Operations ensures vessels meet UK and international safety and environmental standards through ship inspections and regulatory guidance. Working within a specialist team, you’ll help uphold and improve inspection processes, support national and international obligations, and contribute to safer ships and cleaner seas as part of the Government’s maritime strategy.
Your responsibilities will include, but aren’t limited to:
- Act as focal point and point of contact for stakeholders, including other Administrations, Ships and Surveyors.
- Act as part of the UK delegation when required in technical meetings of the Paris MOU and the International Maritime Organisation working/drafting groups.
- Authorise appointments of Departmental Officers, Inspectors, Detaining Officers and Port State Control Officers in accordance with the Merchant Shipping Act 1995.
- Contribute to MCA wide initiatives and parliamentary questions.
- Deliver elements of MSDS foundation and revalidation courses
- Promote and maintain Instructions to Surveyors.
- Provide technical assistance and monitor data input to the THETIS system.

Person specification
To be successful in this role you will need to have the following experience:
- You will be an experienced SEO Marine Surveyor who holds the relevant qualifications outlined in the Role Profile. Through your experience of working in a managerial role on board ship or in a technical capacity of responsibility within the maritime industry, and during your time at the MCA, you can coach, mentor, and develop others to reach their full potential.

Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 35 hours per week.
This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
Regular travel to other offices will be required, which may involve overnight stays. There may be occasions where you will be required to travel internationally.

Qualifications
The minimum academic qualification required is one of:a. Nautical Surveyor: MCA Recognised STCW II/2 Master unlimited Certificate of Competency; or
b. Engineer Surveyor: MCA Recognised STCW III/2 Chief Engineer unlimited Certificate of Competency;
‘MCA Recognised’ means certificates issued by a country whose seafarer training is recognised by the UK. A list of those countries can be found on our website at www.gov.uk and search MCA CEC (those without UK issued STCW Certificates of Competency will need to complete UKLAP training at an early stage after entry).

c. Naval Architect Surveyor: Honours Degree in Naval Architecture, Ship Science, Marine Engineering, Mechanical and Marine Engineering or Marine Technology;
d. Ship Surveyor: Applicants without the qualifications stated in a, b or c above, may also be eligible if they are Chartered Engineer (C. Eng) (through Royal Institution of Naval Architects (RINA) or the Institute of Marine Engineering, Science and Technology (IMarEST)), but in such cases evidence of the equivalent level of learning plus relevant marine industry experience will need to have be demonstrated to the satisfaction of an MCA technical review panel.
In each of the above cases the stated qualifications need to be supported by `sufficient experience' in a managerial role on board ship or in a technical capacity of responsibility within the maritime industry.
Sufficient experience' means experience in working in the marine industry in a capacity that develops and broadens the knowledge gained at qualification over a minimum of 3 years. Whilst this time period is not fixed, it provides a benchmark for the likely time period to gain the breadth of experiences in a variety of situations which underpins the work of a Marine Surveyor. It is expected that the marine industry experience is in a field closely related to the work of MCA Surveyors.
A current Eligibility as an MCA Surveyor or[SC5.1] has held an MCA eligibility within the last 5 years.
